This position is located in the Department of Peace Operations (DPO), Office of Rule of Law and Security Institutions (OROLSI), within the Mine Action Service (UNMAS) based in New York. The position will lead the Policy, Advocacy, Donor Relations and Outreach Section (PADROS) and report to the UNMAS Director.
Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms.
As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. Within delegated authority, the Chief of Section will be responsible for the following:
• Provides policy guidance to the UNMAS Director on Mine Action, as well as leads conceptual strategy development and management of the areas under his/her supervision including advocacy, outreach and donor relations. Plans and oversees activities undertaken by the Section including supervising the UNMAS office in Geneva; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Manages, supervises and carries out the work programme of the Section under his/her responsibility including work related to disarmament, human rights and humanitarian law treaties and coordination of protection and humanitarian advocacy and policy issues. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input in the preparation of position papers and reports related to mine action for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate. Provides programmatic and substantive reviews of draft policies, papers prepared by others.
• Liaises with Member States, UN agencies, international organisations, NGOs and external partners to develop an integrated approach to mine action policy and ensure support for mine action activities, including through leading UNMAS engagement with the Mine Action Support Group (MASG) and chairing the Inter-agency Coordination group on Mine Action.
• Ensures that the outputs produced by the Section maintain high-quality standards; that project proposals, reports, such as the Annual Report and Secretary-General reports, and UNMAS outreach materials are clear, objective and based on comprehensive data and that mine action conferences, meetings and large outreach events organized by the Section are relevant and engaging Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for the Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
Professionalism: Sound knowledge of mine action related issues, including the policy, political, legal, human rights advocacy, security sector reform, social and economic dimensions, and of the work of related multilateral processes. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Advanced university degree (Master’s degree or equivalent) in business or public administration, international relations, social sciences, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten years of progressively responsible experience in international relations, law, security, disarmament, humanitarian response, development management or related area is required.
At least three years of experience working in a UN field operation or other international organization or nongovernmental organization in the field is required.
Experience in advocacy, outreach and/or strategic communications, especially in politically sensitive environments, is required.
Experience in supervising an office, unit or section is required.
Experience in leading intergovernmental discussions, managing member-state engagement and servicing intergovernmental and/or UN inter-agency coordination mechanisms processes is required.
Experience working on resource mobilization of extra budgetary funds and programme cycle management is desirable.
Experience in Mine Action programmes and/or policy is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
