The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP’s Industry and Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Chemicals and Health Branch work closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste. The position is located in the Industry and Economy Division, Chemicals and Health Branch in Geneva duty station.
Under the overall guidance by the Chief of Chemicals and Health Branch and direct supervision of the Administrative Officer the incumbent will perform the following duties:
Responsibilities
i) Chemicals and Health Branch Human Resources Management Focal Point: The incumbent is responsible for supporting the complete workflow of Human Resource activities of the Branch and ensures maximum compliance with United Nations (UN) rules and regulations.
ii) Chemicals and Health Branch Requisitioner: Support the Branch’s Requisitioning requirements for consultant contracts and low value procurement.
1. Human Resources Management (Branch Focal Point)
Initiates, reviews, processes and follows-up on actions related to the administration of the Branch’s human resource activities, e.g., recruitment of staff, consultants, and interns, ensuring consistency in the application of UN rules and procedures.
Processes Job Openings in INSPIRA keeping track of all open vacancy announcements for the Branch.
Facilitates and supports process regarding staff placement, promotion, relocation, performance appraisal, training etc.
Prepares/reviews documentation and background materials on classification related matters.
Coordinates requests for Flexible Working Arrangements (FWA) and ensure data tracking.
Time management: liaise with staff member and Human Resources (HR) assistants in Staff Pay and Benefits / United Nations Office Of Nairobi (UNON) as needed regarding Certified Sick Leave. Support First Reporting Officers as needed to verify the leave data in Umoja for all staff in the Branch.
Liaise with Divisional HR Focal Points to facilitate a smooth workflow within the Division and the Branch regarding ongoing recruitments.
Supports and facilitates induction (on-boarding) and separation (off-boarding) process of staff in collaboration with UNEP Corporate Services Division (CSD) Senior HR Assistant. Keeping copies for tracking.
Monitors staffing table and prepare relevant statistical data/charts for senior management.
Initiates requests for mapping of Professional staff as Consultant Administrators.
Performs other related administrative duties, as required.
2. Branch Requisitioner – CIC and Procurement
Prepares requisitions in Umoja for shopping carts for consultant contracts and payments, ensuring proper procedures and overseeing consolidated monthly consultant payroll.
Assists with Umoja entries for procurement as requisitioner using overall best practices for conducting UN Procurement.
3. General Administration
Assists with obtaining UN Laissez Passer for Professional staff in Geneva.
For Geneva-based Units: provide security documents for issuance of identity badge and passes of all staff, consultants, individual contractors, and Interns working in the office in the Geneva.
Request the creation or cancelation of international telephone lines for on-boarding and off-boarding personnel respectively.
For Geneva-based Units: as ICTS Focal Point, request new email accounts, closure of accounts, update of email distribution lists, manage access to mailboxes, etc., in accordance with staff members’ Personnel Action or Letter of Appointment.
For Geneva-based Units: support management of office space and IT equipment arrangements for arrivals, departures, office moves for staff, consultants, individual contractors, and interns.
Draft correspondence to respond to enquiries in respect to relevant administrative and personnel matters.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Perform any other duties as may be assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Supplemental training in human resources, writing skills is desirable.
Work Experience
A minimum of seven (7) years progressively responsible experience with administration, two (2) years of the 7 in human resources or personnel management is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
Experience in Administration, project management, personnel administration, and/or procurement is required.
Experience using Enterprise Resource Planning (ERP) i.e., Umoja or INSPIRA or similar human resource software is required.
A minimum of one (1) year or more of experience in data analytics or related area is desirable.
Experience working with various offices of the United Nations Secretariat, United Nations Agencies, Funds and Programmes, the European Union, the North Atlantic Treaty Organization, Non-Governmental Organizations or Permanent Missions is desirable.
Experience with UN or similar international originations rules and regulations is desirable.
Experience providing guidance to staff on human resources rules and regulations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
