La Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) proporciona asistencia técnica a los Estados Miembros para fortalecer sus capacidades en la lucha contra la delincuencia organizada y el tráfico de drogas.
A través del proyecto PANZ41, UNODC contribuye con las labores de fortalecimiento de la administración de justica lo cual incluye la construcción de infraestructuras adecuadas para albergar las oficinas judiciales.
