JOB DESCRIPTION

Overall purpose of the role:

Oversee logistics and purchasing for the Balad office and program sites throughout Saleh Al Dian governorate in close coordination with the Supply chain Specialist, Support Services Manager, Balad program teams, and other departments (finance, etc.)

Responsibilities:

  • Responsible for the procurement cycle including receiving & verifying Purchase Requests from program teams, identification of potential suppliers, receiving quotations from suppliers through a Request for Quotations (RFQ) process, completing RFQ reports, organizing signing of Purchase Orders (contracts) with suppliers, and working with the finance team to ensure timely payment to suppliers.
  • Prepare and support ITB packages (TOC report, Admin analysis, technical analysis, and contract award)
  • In coordination with the Supply Chain Assistant, filing, scanning, and sharing all required documents & procurement/supplier files both in hard copy & on the office DropBox.
  • Maintaining an up-to-date procurement tracker
  • Carry out complete asset management procedures for DRC, Balad office with maintaining an up-to-date inventory list & proper storage of DRC assets in the storage room or other storage sites.
  • Follow-up in a timely manner with Suppliers for all urgent requirements
  • Responsible for logistical support to Balad office, sub-offices, and to program teams including maintenance & repair, generator functionality & fueling, when it is needed in the absent of the Admin Assistant
  • Responsible for fleet management including day-to-day scheduling of vehicles based on program needs and oversight of drivers, when it is needed in the absent of the supply chain Assistant
  • Ensure all processes are completed in accordance with the DRC Operations Handbook, SOPs, donor guidelines, and Iraqi law
  • Conduct all duties in accordance with the DRC Code of Conduct and ensure all DRC Suppliers conform with the DRC Code of Ethics
  • Provide timely Procurement Reports to the Support Services Manager and Central Supply Chain department as needed
  • Identify areas for improved efficiency and compliance of logistics & procurement procedures and proactively share ideas with the Support Services Manager
  • In coordination with the Support Services Manager, ensure that all new and existing staff are aware and trained on procurement and logistics procedures. Develop SOPs and trainings as needed.
  • Attend meetings as a Supply Chain representative as required and provide input related to your department
  • Other duties assigned by the Support Services Manager and/or Area Manager

Experience and technical competencies: (include years of experience)

  • 3 years of experience in International NGOs or humanitarian organizations is a plus
  • 2 years of experience in standard procurement procedures (simplified and tendering) is required
  • Experience in operating an ERP supply chain system is preferably
  • English is mandatory as the candidate needs to work with expats staff
  • Fluent in Arabic
  • Must be organized, able to multi-task, flexible, and able to work as a team
  • Honesty & integrity are a must
  • Strong computer skills including advanced Excel skills

Education: (include certificates, licenses etc.)

  • University degree an advantage. Degree related to logistics/procurement preferred.

Languages: (indicate fluency level)

  • Arabic required. English Mandatory
