The purpose of the officer position is day to day implementation of the WASH Project.

Generic responsibilities:

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated WASH project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Liaise and collaborate with relevant local authorities and other key stakeholders
6. Promote and share ideas for technical improvement
7. Promote the rights of IDPs/returnees in line with the advocacy strategy
8. Ensure that project participants most in need are targeted, explore and asses new and better ways to assist.

Specific responsibilities:

• Supervise the planning, design, and implementation of new and rehabilitation of boreholes and associated auxiliary works and infrastructure service improvements.
• Take part in situational analysis of programme areas, field survey and collection of baseline and design data.
• Work with NRC partners to develop infrastructure development plans;
• Work closely with the contractors in supervision of drilling of new boreholes to meet WHO water drinking standards.
• Advise on potential and unintended impacts of the work on communities, particularly children and vulnerable adults, and how to incorporate safeguarding considerations into service planning and design aimed at ensuring Safe and Inclusive Programming (SIP).
• Work in partnership with Water and sanitation Line ministry and community in identifying boreholes that require rehabilitation or improvements;
•  Assist in preparing bidding document and material and work specifications;
•  Provide support for collection of field data using KOBO toolbox for analysis using application of Geographic Information System (GIS).
•  Supervise the implementation of the service improvements, including oversight of contractors and updating design drawing as per field requirements;
• Support training of Water Management Committees for water sources and make follow-up capacity building.
• Ensure adherence to standards including service standards, construction, safety among others.
• Ensure most vulnerable IDPs/refugees and communities are targeted by the Programme, with a focus on people with specific needs (PSN) as well as gender and protection issues.
• Perform any other duties assigned by the line manager.

Programme Monitoring and Reporting

• Pay regular field visits to programme areas to observe progress, compliance of design, work specifications and quality of the work.
• Keep track of progress of infrastructure interventions;
• Provide progress reports to the WASH Lead against the programme log frame, in line with NRC’s reporting and donor requirements;
• Ensure efficient contract management of consultants and contractors engaged by NRC.
• Work closely with contractors to all required hydrological and civil structure tests according to set guidelines.

Liaison with Government and Non-Government Organizations

• Establish professional working relationships with all programme stakeholders, in particular, Puntland Water Development Authority, Community and other stakeholders working in the areas of operation.
• Share and document experiences and learnings from the program.

Required Qualifications and Experience:

• Bachelor’s degree in civil, Hydraulic, Environmental Engineering or Public Health with Minimum 2 years of experience from working as an Officer in water infrastructure and civil works or Diploma with four years’ experience.
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge of English both written and spoken
• Solid field experience, preferably from returnees/IDP or vulnerable host communities WASH projects is desirable
• Ability to collect and analyze the data to direct programme implementation priorities
• Experience in capacity building and training of staff/community
• Knowledge of international and WASH Cluster standards for Water, building material and testing
• Good communication and interpersonal skills.
• Possess cultural awareness and sensitivity.
• Ability to work independently and as part of a team.
• Fluency in English and Somali, both written and verbal.
• Knowledge of the context in Somalia is an essential
• Ability to plan and coordinate
• Ability to work under pressure and meet deadlines.
