JOB DESCRIPTION

Result of Service

The national consultant will assist in expediting the response to crisis by facilitating the supply of humanitarian goods by developing an institutional and governance framework based on the implementation of ASYREC system.

Duties and Responsibilities

Under the supervision of the above-mentioned project manager of the UNCTAD and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the individual will support the implementation of ASYREC in the pacific region through the following activities:

• Conduct qualitative and quantitative data collection and research on the legal and institutional framework of humanitarian supply of countries in the region;
• Produce relevant reports and documents on ASYREC, the national and regional policies, strategies and institutions related to emergency response;
• Contribute to the preparatory technical sessions for ASYREC implementation and meet with relevant border agencies and other stakeholders involved in the supply of humanitarian goods.
• Draft a report on a generic national institutional and governance framework on the supply of humanitarian goods based on the UNCTAD ASYREC system.
• Develop a user guide and training module on the generic national framework on the supply of humanitarian goods.

Qualifications/special skills

An advanced university degree (Master’s or Doctorate degree, or equivalent) in lay, economics or related field is required
A minimum of 10 years of relevant experience in international trade, customs or management administrative, in the public or private sector. Experience in developing countries in conducting research, surveys and documents is desirable. Experience as a member of the National Trade Facilitation Committee is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French is required.
