Project Background

The “From Fragility to Resilience in Central and West Asia and North Africa (F2R-CWANA)” Initiative aims at building resilient agrifood systems in the region, primed to withstand the effects of climate change and generate better livelihoods for rural communities. At its core, this Initiative will serve to provide options for climate adaptation and mitigation that respond to and are effective for smallholder farmers in CWANA with a view to scaling up and out the best bet solutions. It recognizes the unique biodiversity richness of this center of origin of many species, and it shall promote its conservation of soil, ecology and water resources in situ and ex situ. It is aware of the complex political interactions between countries in the region, and it shall bridge borders to bring forth technologies that are widely deployable.

Study Objective

  • Establish the foundations for scaling up access to alternative water resources, including water re-use to improve water productivity, at farm level, country and watershed level.
  • Maintain and improve productivity in marginal and saline landscapes.

Scope of Work

The study focus is Egypt. The consultant will facilitate participatory of aquaculture integration services and training through:

  • Provide a better understanding of integrated aquaculture agriculture (IAA) in Morocco and identify/map key stakeholders and governance.
  • Identify existing IAA technologies and innovations in Morocco and international lesson learned and best practices.
  • Identify and document the knowledge gaps, bottlenecks, and opportunities for the development of the value chain linked to IAA, to support the development of aquaculture and related business in the country.
  • Suggest outline the IAA guideline for knowledge dissemination on better practices of IAA in Morocco.



The consultant is expected to work closely with all stakeholders through consultations (e.g., Focus group discussion, field visit, semi-structured interviews, survey, etc.) to deliver:

  • An assessment and analytical report for IAA system in Morocco that cover but not limited to the below outline:
    1. IAA assessment framework (data used, approach, analytical methods, etc.)
    2. Status of IAA in Morocco through close consultation with different stockholders through Focus Group Discussions and field visit.
    3. Water resources, water use policy and limitation of water use.
    4. Current structuring of the value chain linked to small-scale aquaculture in continental waters.
    5. Integrated Agriculture-Aquaculture Farming System bottlenecks and opportunities.
    6. Recommendations and reference.

a. Recommendations and strategic actions to improve the IAA situation to contribute to the development of aquaculture and agriculture.

b. Suggestion for additional survey.

c. Contact list of the targeted organizations/persons through the survey.

  • Submit preliminary findings report and make presentation for validation and feedback.
  • Submit final report on assessment finding and way forward recommendations and suggested action plan.



This opportunity might be suitable for you if you have the skills and qualifications listed below:

  • PhD or equivalent in Aquaculture, Animal Science, Agriculture or related field.
  • Minimum 5 years of working experience in non-profit and for profit in aquaculture, animal science and Agriculture.
  • Proven experience in value chain analysis linked to aquaculture
  • Knowledge of status of integrated agriculture-aquaculture systems in study country.
  • Preferable knowledgeable of the national development plan of inland aquaculture.
  • Good knowledge of the national strategy for the development of aquaculture in continental waters in Morocco including the current status of integrated agriculture-aquaculture systems.
  • Language(s) required: English and French (proficient/fluent writing and oral skills).

Location and Duration

This opportunity is open for Moroccan national only. The selection of consultant will be based on the relevant qualification and experience, and the most competitive proposal. The interviews are expected to be held in second week of November 2023 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence the consultancy contract for maximum of fifteen (15) working days in between 20 November and 24 December 2023.
