The subprogramme is managed by UNEP’s Economy Division, which supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices.Recognizing the need for specialized expertise not currently available within the Economic and Trade Policy Unit, this consultancy aims to engage external assistance to ensure the successful execution of these critical tasks.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

In 2023, the UNEP Concept Approval Group (CAG) approved the establishment of a cross-cutting Programme Coordination Project (PCP) on Finance and Economic Transformation. The PCP supports the achievement of UNEP’s Medium-Term Strategy 2022-2025 strategic objective, “Shifting finance and business practices towards sustainable patterns of consumption and production – and towards reducing climate impacts, biodiversity loss and pollution”. More specifically, the subprogramme aims to transform the finance and economy-wide drivers of unsustainable consumption and production to address the triple planetary crisis by pursuing three strategic intervention pathways:

i. Sustainable Economies enabling just transitions: Shift economy-wide policies through systems thinking to reflect the full cost of human activities on the environment.
ii. Sustainable Finance: Align public and private finance and investment to policy priorities and sustainability objectives.
iii. Accelerating SCP and Circularity: Transform decision-making, choices and behaviour by government, businesses, and individual consumers to enhance environmental sustainability.

Purpose
The primary purpose of this consultancy is to provide communications support for the Finance and Economic Transformation work under the Programme Coordination Project. This consultancy seeks to facilitate and enhance this objective by specifically focusing on support and coordinate the delivery of the PCP’s communication activities, including developing impact stories, documenting and showcasing results, managing digital presence of the PCP, planning and organization of events and developing and disseminating communications products. The Resources and Markets Branch of the Economy Division doesn’t currently hold this expertise in house.

Specific tasks and responsibilities

Output 1: Joint Communication Plan

• Define clear objectives for the communication, focusing on enhancing the visibility of Programme’s results and project activities to both internal and external audiences.
• Identify innovative methods for implementing communication and outreach activities at the Programme’s level, which can also be adapted for use at the project level.
• Establish guidelines for integrating social media platforms, official press releases, and the UNEP website into the communication strategy.
• Identify key opportunities for outreach activities, events and campaigns that foster UNEP’s Finance and Economic Transformation activities visibility; prepare related concept notes and comms materials, initiate and coordinate events with partners, and secure high-level speakers and participants.
• Develop outreach strategies related to events, draft and edit related background and online materials (presentations, briefings, speaking points, press releases), publish related content and secure news coverage.

Output 2: Implementation of Communication Strategy

• Identify key flagship and spotlight publications, project achievements, and Programmatic outcomes that need to be communicated.
• Collaborate with program managers and project teams to gather content, success stories, and data to support the communication efforts.
• Develop compelling and informative content, including articles, press releases, infographics, videos, and social media posts, highlighting the impact of the subprogramme.
• Utilize various communication channels, including social media (e.g., Facebook and Twitter), and the UNEP website, to disseminate information to a wide audience.
• Collaborate with UNEP’s Communication Division to ensure compliance with organization-wide communication policies and processes.
• Monitor and analyze communication analytics (reach, engagement, impressions, followers, etc.) to continuously enhance communication efforts and improve visibility and usability.

Output 3: Outreach events and campaigns
• Develop outreach strategies and materials for events, conferences, webinars, workshops, and campaigns related to green economy and economic transformation.
• Generate content specifically tailored for these events and campaigns, including presentations, flyers, brochures, and promotional materials.
• Organize and execute the events, webinars, and campaigns, ensuring that the communication materials and outreach strategies effectively convey the program’s objectives and achievements.
• Development of FET PCP summary annual report 2023 coordinated and launched in collaboration with reporting team;

Output 4: Website

• Finalization of redesign of existing related pages, including regular content management;
• Development of regular news for web;
• Regular social media and audience engagement;
• Secure the functioning of technical website settings, creation of new features and continous improvements.

Output 5: Documentation of results and development of impact stories.
• Collect results/impacts from individual projects under the PCP, develop them into impact stories/social media posts/videos/reels , disseminate them widely.
• Coordinate communication activities within the Finance and Economic Transformation subprogramme and collaborate with communication colleagues in other units, agencies, and networks to amplify the program’s messaging.

Output 6: Leveraging Existing Knowledge Platforms
• Engage with the existing networks and communities of contributors and users on these platforms to raise public awareness about the outcomes of the project.
• Ensure effective integration and synchronization of communication efforts with the activities of these knowledge platforms.
• Engage with stakeholders, including partners, donors, and beneficiaries, to gather testimonials and case studies that highlight the positive impacts of the subprogramme.
• Incorporate stakeholder stories and endorsements into communication materials to add authenticity and credibility to the messaging.
• Foster collaboration with partners and stakeholders to amplify the reach of communication efforts.

Qualifications/special skills

Advanced university degree (Masters or equivalent degree in relevant subject e.g. communications, journalism, environmental studies, economics, international relations, public policy).
More than 5 years of work experience in journalism, communication and global outreach, including experience of writing professional articles on economic and development issues, organizing high-level events and international conferences as well as on creating content for digital communication is required.
Flexible team player and proven coordination skills, with ability to work under pressure and handle multiple activities concurrently. Proven superior writing and editing abilities is desirable.
Demonstrated experience organizing international conferences and meetings is desirable.

Languages

Excellent proven communication and writing skills in English are required. Knowledge of other UN languages is an advantage.
