Promoting Green Transformation in the Pacific Region towards Net-Zero and Climate-Resilient Development (“Green Transformation”) project is a multi-Country Project funded by the Government of Japan covering four (4) countries in the Pacific namely Papua New Guinea, Samoa, Timor-Leste, and Vanuatu. The overall objective of the project is to support these pacific countries in, among others, accelerating their commitment towards net-zero under the Paris Agreement.

Timor-Leste’s Nationally Determined Contribution (NDC) outlined the country’s commitment to scale-up investment in renewable energy systems to reduce diesel consumption and improve the resilience of rural communities, men and women. The Green Transformation project will contribute to the country’s objective under the NDC to prioritize actions to increase energy security and access in rural communities and use of low carbon technologies. The project will support:

  • Communities that are not yet connected to the national grid with solar lighting that will enable the household members to engage in productive work even in the evenings and for the children to study. It will also provide improved cooking stoves so that their consumption of firewood will be significantly reduced;
  • The solarization of SAMES (Serviço Autónomo de Medicamentos e Equipamentos de Saúde) so that this critical health facility will have reliable source of electricity to store medicines in the temperature required, strengthen service operations, strengthen its digital systems for inventory management, and save funds in the long run; and
  • Solarization of schools so that the ICT labs can have reliable source of energy to conduct ICT classes in an uninterrupted manner and promote access to digital learning platforms.
Duties and Responsibilities

The PV Technician Associate will be working under the supervision of Technical Team Leader and in a close consultation with National Project Manager, the Head of Climate Change and Environment Unit, and UNDP Country Office Senior Management (Deputy Resident Representative and Resident Representative).

The PV Technician Associate will be working closely with the Electrician for the installation of solar panel light and solar power system plant at the sites.

Within the project team and activities, the PV Technician Associate will have the following roles and responsibilities:

Planning and Implementation of solar panel light and solar power system installation activities

  • Together with the Electrician develop Standard Operational Procedure (SOP) for the installation of Solar Panel light and Solar Power System, including electrical components or systems
  • Develop Solar panel light and solar power system installation activities plan
  • Conduct site assessment for feasibility studies and development of technical specification with consideration to climate and environment conditions
  • Support and assess Contractor or Consultant’s installation of Solar panel light and solar power system activities at the site; and ensure they are connected to national power grid and have weather sealing protective, if applicable.
  • Assess, evaluate and check the solar panel light, solar power system equipment, tools, materials or system for faulty or defects; and ensure that the specification and quality of the equipment or system meet the criteria or requirements as defined within technical specifications, proposals or as per established procedures for the project activities
  • Identify and develop procedure for evaluation of equipment and installation process, including corrective actions, preventive measures and emergency plan in case of incident
  • Together with the Technical Team Leader and Electrician review and check contractor’s documents, plans or reports and ensure that they are in alignment with contract agreement, technical specifications, proposals, etc.
  • Together with Technical Team Leader and Electrician develop Root Causes Analysis (RCA) for solar power system and electrical equipment and installation, such as any major or significant or recurring incidents
  • Conduct investigation of any installation’s technical or equipment failures and ensure to register and track for record, monitoring,
  • Develop tracking list for record keeping and management of activities progress, incidents, quality check, follow-up, etc.
  • Together with the Electrician review and verify that Contractor installation plan, layout or diagram are in compliance with environmental, structural and site acceptable standards, codes or procedures
  • Together with the Electrician review and ensure that the installation plan and layout specify the connection between the electrical panel of solar power system plan and the national power grid; and they are conformed to an acceptable safety and quality standard, code or protocol
  • Together with Technical Team Leader and Electrician review of Contractor installation plan and design; and ensure that they specify methods of laying out electrical connection, wiring system, grounding, current requirement for all parts of solar power (PV) installation and other installation or equipment requirements
  • Together with the Electrician identify all the required code or ID or name for solar panel light, solar power system plant and electrical components; and ensure each component is labeled or tagged accordingly, including hazard code or label.

Monitoring, verification and reporting on project activities

  • Prepare technical report for technical investigation or incident report, including RCA and other related documents
  • Regular site monitoring for updates and progress of activities, including any project related issues arise during or within the activities
  • Conduct monitoring and analzying solar power system configuration and ensure that it in compliance with technical specifications, procedures, standards and site environment conditions
  • Regular verification of any project activities discrepancy, including technical specifications, methodologies, procedures, equipment calibration, etc.
  • Regular reporting on quantities of works prepared and conducted by contractor or consultant, findings, progress status, quality of works, health and safety, pending issues or activities, etc.
  • Carry out inspection on wiring connection system and electrical installation process; and ensure that they are in compliance with acceptable standards or codes, procedures and safety protocols
  • Monitor and verify the equipment test of system performance and operating parameters of solar power system and electrical equipment; and ensure that the equipment are calibrated and the system generate power (voltage) within the acceptable limit or perform up to the expected operating conditions as defined in technical specifications and/or contract agreement
  • Monitor and record system performance, operating parameters and environmental data for evaluation or analysis report

Knowledge sharing and management

  • Participate in related technical meeting with management and contractors and contributes to the discussion in performance or lesson learnt for quality or activities performance improvement
  • Participate and share lessons learnt for performance improvement with other technical or project team members
  • Provide inputs to training materials for locals on solar power system or electrical equipment maintenance

Required Skills and Experience
Education:
  • Secondary education is required.
  • A first-level university degree (Bachelor’s degree) in Electrical Engineering or Renewable Engineering or other closely related field will be given due consideration but is not a requirement.

Experience:

  • Minimum 7 years (with Secondary Education) or 4 years (with Bachelor’s degree) of experience in Electrical Engineering or Renewable Engineering , installation of Solar panel light or solar power system plant.
  • Experience in writing technical reports and plans and monitoring of solar power system plant installation and operation is an asset.
  • Experience in the procurement process of acquiring solar panel or solar power system is an asset.
  • Experience in inspection and verification of solar power system plan and electrical equipment test for functionality or operational is an asset.
  • Experience in site works safety practice and safety hazards label or tag and in site works safety practice is an asset.
  • Experience in assessing and evaluating Contractor’s quantities and qualities of works developed at the site is an asset.
  • Experience in works verification for any discrepancy or errors and develop tracking system for recording and follow-up is an asset.
  • Experience in performing organizational skills to carry out multiple tasks without negotiating safety, quality and team-spirits
  • Working knowledge of quantitative and qualitative data
  • Ability to work at heights or rooftops
  • Familiarity of solar light, solar power system plan and electrical components

Required Languages:

  • Fluency in Tetum and English Language is required.
