The project will serve the long-term objective of accelerating the development of sustainable tourism in Azerbaijan’s regional areas to stimulate economic growth and improve community welfare while protecting its unique social, cultural and environmental heritage. The project supports the achievement of the national goals reflected in the Tourism Strategic Roadmap, in particular Strategic Goal 3 which prioritizes developing various types of rural tourism and the development of tourism infrastructure, and Strategic Goal 4, related to the establishment of the national tourism quality system. The State Programme on the Socio-Economic Development of Regions of the Republic of Azerbaijan for 2019-2023 also emphasizes the promotion of rural tourism as one of the priorities for regional development in terms of the rational use of the natural potential of the regions and the improvement of employment opportunities and livelihoods of rural people.

The project is also fully aligned with the UNDP CPD priorities and directly contributes to the UNAPF/CPD

Outcome 1: “By 2020, the Azerbaijan economy will be more diversified and generate enhanced sustainable growth and decent work, particularly for youth, women, persons with disabilities and other vulnerable groups”. The project contributes to Sustainable Development Goals 1 No Poverty, SDG 4 Quality Education, SDG 10 Reduced Inequalities, SDG 11 Sustainable Cities and Communities.

The project’s strategy was informed by a series of studies and reports that analyse the main challenges hindering the development of regional tourism and propose specific measures for improvement. These are:

  •  2017 Final Report of the Data Collection Survey on Tourism Development in Azerbaijan, JICA;
  • The Travel and Tourism Competitiveness Report 2017, World Economic Forum;
  • Travel and Tourism Economic Impact 2018, Azerbaijan, World Travel and Tourism Council;
  • Assessment Report of the Tourism Information Centers and Regions, 2018, ATB;
  • North-West Tourism Corridor Development Strategy, 2015, World Bank;
  • Azerbaijan’s Economic Reforms Review, 2017, Centre for Analysis of Economic Reforms and Communication.
Duties and Responsibilities
  • Liaise with UNDP and other country offices, and all project partners for effective coordination of all project activities: Effective communication and coordination with project partners, including UNDP and other stakeholders, are essential for ensuring that everyone is aligned and working towards the project’s objectives.
  • Supervise and coordinate the production of project outputs, as per the projects’ documents: This involves overseeing the actual delivery of project outputs, ensuring they align with the project’s goals and meet the specified requirements.
  • Provide day-to-day management, coordination and supervision of the projects, and their human and financial resources: Effective management and allocation of human and financial resources are critical for the successful execution of project activities.
  •  Ensure compliance with the UNDP and Government requirements with financial management, procurement, reporting and other project management requirements: Adhering to compliance and reporting standards is essential to maintain accountability and transparency throughout the project.
  • Prepare Annual Work plans in advance of each successive year and submit them to the UNDP for approval: Creating annual work plans helps in setting clear objectives and milestones for the project, ensuring that progress can be monitored and evaluated effectively.
  • Oversee and ensure timely submission of all project reports, including technical reports, quarterly financial reports, and other reports as may be required by UNDP, and other oversight agencies: Timely and accurate reporting is crucial for monitoring progress, identifying issues, and making informed decisions.
  • Work with UNDP to complete the annual projects reporting exercises: Collaboration with UNDP in completing annual project reporting exercises ensures that project performance is properly documented and communicated to relevant stakeholders.

 The Project Analyst will perform his/her functions under the guidance and direct supervision of the UNDP Programme Analyst.

Required Skills and Experience
  • Master’s degree in management, international relations, project management, law, tourism, human rights, and/or other social sciences is required.
  • Bachelor’s degree in combination with 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of experience in project coordination and management in development projects, preferably in the tourism sector.
  • Fluency in English and Azerbaijani is required.
Required Skills:
  • Proven experience in donor-funded projects is required.
Desired Skills:
  • Experience in working with other international organizations, and donor organizations would be an asset
  • Experience in multinational and/or multiregional projects would be an asset
  • Previous experience in large-scale procurement and purchasing would be an asset
  • Experience in working with ministries and national institutions/government agencies in Azerbaijan would be an asset
  • Experience in coordinating large, multi-stakeholder project/s would be an asset.
