BACKGROUND

Backsliding of global immunization coverage during the COVID-19 pandemic has contributed to widespread vaccine-preventable disease (VPD) outbreaks and hindered global polio eradication and other VPD elimination goals. In this context, global immunization partners are accelerating efforts to reach children who have missed out on receiving all routine vaccinations, otherwise known as zero-dose children and accelerate immunization catch-up efforts to close VPD immunity gaps.

The Global Polio Eradication Initiative (GPEI) has prioritized integration as critical to eradication in the GPEI Polio Eradication Strategy 2022-2026, including, “Coordination with GAVI and the Expanded Programme on Immunization (EPI) on the “zero-dose” initiative, including in outbreak response”. While the GPEI has three decades of experience in reaching missed or zero dose children in some of the most difficult places to reach, the know-how, data and lessons learned have not been systematically documented at global level to inform understanding and strengthen collaboration with routine immunization, a critical step to achieve the last mile for eradication.

The purpose of this consultancy is to inform polio and immunization integration through a conducted literature and data review of polio data points, strategies, tools, and guidance used to identify and reach missed and zero dose children and communities; to document successes and missed opportunities; and generate recommendations and a framework for action to reach zero-dose children. Findings should offer insights for immunization catch-up and recovery efforts, integrated campaigns, and GAVI-supported programme areas including the Zero-Dose Immunization Programme. The geographic focus will include polio and immunization priority geographies.

Scope of Work:

The consultant will:

Conduct analysis, documentation, and reporting

1. Develop and manage a work plan for deliverables.

2. Develop an analysis frame for the literature/documentation review, and interview templates considering GPEI and GAVI strategies (i.e. zero dose IRMMA framework, equity priority contexts).

3. Review polio data, literature, tools and guidance, approaches and strategies relevant to zero-dose children and communities. Include insights from other ADC initiatives, where available.

4. Conduct interviews with UNICEF HQ, Regional and Country Offices, collect additional data, resources and multimedia content. As needed, conduct a country documentation mission (estimated 3-5 days).

5. Create a user-friendly database/repository of resources and contacts.

6. Deliver a summary presentation for discussion and feedback.

7. Write a drafted report including analysis of findings, challenges, successes, opportunities, recommendations for action and an operationalization framework. Annexes to include country examples plus example data collection and tools for reference and adaptation.

8. Finalize the report incorporating feedback.

9. Work with the designer to produce a well-designed final report.

Conduct brief and support dissemination

10. Coordinate a global webinar with Regional and Country Offices.

11. Draft and finalize research article for publication, co-authored with polio and immunization team.   

Terms of Reference / Deliverables

1.  Develop work plan, including updates to and collaboration with the project team.

– Work plan presented to the project team.

2.  Develop an analysis frame for the information, data and literature review including interview tools and templates – incorporating feedback from the project team.

– Analysis framework and information collection and interview templates drafted.

3.  Conduct desk review of polio data, literature, documents, guidance, tools and strategies and similar VPD accelerated disease control data as relevant. Update analysis frame and interview tools. Incorporate feedback from Project team.

– Literature/ data desk review report including summary and analysis; and updated analysis frame and interview and/or survey tools.

4.  Conduct interviews (and other methods such as surveys) with UNICEF teams; collect data, document best practices and lessons learned and gather material. Update the information database with gathered resources.  If determined necessary, field mission for data collection.

– Report of interview (and as relevant survey) findings (and as relevant, field mission findings), including collected data and documentation.

5. Create and maintain a database or repository for collected data, tools, documents, and multimedia for reference and learning.

– Generated and populated database of collected data, tools (Excel-based) and documents.

6. Develop slides and deliver presentation to the HQ Polio and Immunization sections, including regions for discussion and feedback.

– Presentation to Polio and Immunization Sections, documented feedback from meeting.

7. Draft report, estimated 15-20 pages (with additional annexes), including analysis of findings, challenges, opportunities, recommendations for action and framework for operationalization plus annexes of 2-3 country examples plus resources. Incorporate project team feedback.

– Draft report plus annexes

8. Finalize report incorporating project team and regional, and country team inputs

– Finalize report

9. Contribution to coordination with a designer (provided by UNICEF) for layout and design of the report

– Final designed report

10. Coordinate global webinar with Regional and Country Offices for collaborative presentation of findings.

Qualifications

1) Education

– Completion of advanced degree in public health, social sciences, data analytics, statistics, M&E, communication or related degree or equivalent relevant experience may be accepted in lieu of the university degree.

2) Work experience

– Demonstrated knowledge of public health functions, services and programming, particularly for polio eradication and routine immunization, and delivering public health services in diverse settings.

– At least 5-10 years of progressively responsible professional work experience in polio eradication and other vaccine preventable disease outbreak response, routine immunization, and public health programs in a Country Office with high levels of zero dose or under-immunization children and/or polio outbreaks is preferred.

– Demonstrable experience in immunization programming, information and data analysis, monitoring, reporting.

– Excellent analytical and writing communication skills, demonstrated experience in documentation, strategy, guidance, research, summary documents and communication products is required. (Writing samples of 2-5 pages to be sent with application)

– Excellent organizational skills and ability to prioritize and manage multiple tasks, work independently and meet deadlines with minimum supervision.

– Strong oral and communication skills.

– Experience working in the UN system agency or organization is an asset.

– Experience in knowledge management preferred.

– Ability to work in a multicultural environment and across different levels of an organization.

Requirements:

– Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

– At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

– Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
