The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Regional Offices help to implement UN Environment’s global programs in the regions by initiating, coordinating, and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located under the Regional Office for Asia and the Pacific and is based in the UN Resident Coordinator’s Office in Islamabad, Pakistan. Under the overall supervision of the Regional Director and direct supervision of the Deputy Regional Director, with an additional reporting line to the Head of the Climate Change Adaptation Unit, and in accordance with the priorities of UN Environment Operations and Programmes, the Senior Coordination Officer will be responsible for the following:
1) Develops and increases the impact of UNEP’s programme of work in Pakistan: • Supports UNEP and MOCC in the implementation of the national adaptation planning process by ensuring broad stakeholder engagement in the process across Federal and Provincial governments. • Catalyzes, develops and coordinates joint UN initiatives on environment and climate with a focus on support to the Living Indus initiative. • Facilitates access by Pakistan to the international climate and environmental funds through dialogue with the Government of Pakistan, UNEP and the UNCT on priorities and access points. • Advises and support the Divisions to strengthen the planning and implementation, monitoring and evaluation of UNEP’s programme of work in Pakistan. • Develops and maintains relationships with such relevant ministries including but not limited to the Ministry of Climate Change, in collaboration with RC and UNCT. 2. Strengthens coordination with UNEP HQ in support of informed MTS related briefings, policy positions and programming • Prepares briefing notes, speeches, op eds, papers, analysis, sections of reports and studies, and other outreach and communication materials for UNEP as related to Pakistan. • Coordinates and supports missions to Pakistan by UNEP senior management. • Monitors the emerging and on-going environment and climate related issues in Pakistan and communicate to Regional Office and Divisions as needed. • Conducts monitoring missions, anticipate and trouble-shoot implementation delays and provide oversight and support to staff, experts and consultants deployed in support of the Pakistan climate portfolio. 3. Provide support to the UNRC in his role of coordinating issues relating to climate change and environment in support of the Government of Pakistan and with close partnership with all relevant stakeholders, including development partners (UN and non-UN): • Coordinates UNEP inputs into joint UNCT planning and reporting processes including through UNINFO. • Represents UNEP on the UN Country Team and the UNSDCF outcome/results group on environment with a specific focus on climate matters. • Advises the UNRC and the UNCT on critical climate change and environmental issues and possible areas of action. • Supports the UNRC and RCO in maintaining effective working relationships with external stakeholders, in particular development partners, on climate change and environmental issues. • Supports the RCO and UNCT on work planning processes relating to climate change and environmental issues. • Supports communications and advocacy relating to climate change and environmental issues including through the UN Communications Group of the UN in Pakistan. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, environmental sciences or a related field is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Job – Specific Qualification
A minimum of ten years of progressively responsible experience on climate change and ecosystem as well as at least five years working experience at the international policy-making level is required. Experience of working in the UN system or similar international organization is desirable. Work experience in Pakistan is desirable. Experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other official United Nations languages is desirable. Knowledge of language Urdu is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
