This position is located in Department of Management Strategy Policy and Compliance (DMSPC), Office of Programme Planning, Finance and Budget (OPPFB), in the Programme Planning and Budget Division (PPBD). The Finance & Budget Assistant reports to the Chief of Service and to the Programme Budget Officer(s). PPBD is committed to ensuring the highest standards in the preparation and presentation of programme budgets of the United Nations. These budgets are formulated in line with the agreed results-based budgeting methodology.
Responsibilities
Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties: Budget: • Generates budgetary reports and supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. • Assists in the extraction of expenditure data from various financial systems and facilitates its comparison with approved budgets. • Amends, rearranges and edits budget tables. Ensures that departments/offices submitting documents/reports adhere to established guidelines set by the editors of the Department of General Assembly and Conference Management (DGACM). Makes necessary follow-up with client departments on the above. • Assists higher level support staff and programme budget officers in the development of resource requirements for budget submissions and in the preparation of budget performance submissions. Monitors electronic transmissions of documents and determines appropriate recipients within the Division or Department. • Produces layouts of annexes to the budget and overview tables to conform to specifications in the programme budget. • Summarizes, through statistical tables, all departmental proposals reflecting budgetary and programmatic changes, retrieving information from different updated tables from data bases and ERP systems and compiles frequently updated reports. • Takes note of approved appropriations and other data to be reflected in the draft report of the Fifth Committee. • Assists in the preparation of responses to budgetary questions from ACABQ and the Fifth Committee. • Assists in creating the necessary data in the financial systems to allow implementation of budgets. • Assist senior support staff in conducting frequent review and analysis of data in the financial systems to ensure the information contained therein is compliant with the regulations and rules governing programme planning and budgeting, including its implementation. General: • Maintains and keep up-to-date on documents/reports and files related to programmes. • Provides general administrative/secretarial support to the officers. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as required.

Work Experience
A minimum of three (3) years of experience in budget, finance, and administrative services or related area is required. The minimum years of relevant experience is reduced to one (1) year for candidates who possess a first-level university degree or higher. One year of experience of assisting in the monitoring financial transactions, identifying and analyzing trends is desirable. Experience in summarizing large volumes of information in a presentation format is desirable. One year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
