The Education Team at UNESCO Regional Office in Bangkok is dedicated to fostering the capabilities of UNESCO Member States to deliver accessible, inclusive, and high-quality education across the region especially to the member states in South-East Asia.

Its comprehensive support encompasses empowering Member States to enhance their capacity in designing, reviewing, costing and financing, as well as systematically monitoring of their education sector policies and plan pursuing Transformative Education Systems achieving Sustainable Development Goal 4 (SDG4). In this context, Education Policy and Planning team at UNESCO Bangkok provides relevant technical support and advocacy in:

  • Education Sector Analysis and Sector Plan Enhancement: This involves analyzing sector performance, designing, reviewing and monitoring of Education Sector Plans (ESPs) to facilitate the realization of SDG4 targets.
  • System Strengthening for Educational Transformation: By providing the setting of regionally and nationally relevant policies, standards, and tools; contributes to the enhancement of the education system.
  • Strengthening National Capacities: Equip Member States with the knowledge and skills required for informed policymaking and effective implementation, particularly focusing on education financing, planning and monitoring.

Within a wide array of programmatic areas, the selected consultant will mainly contribute to the successful implementation of the programme areas of education policy, planning and management (EPM).


Under the overall authority of the Director of UNESCO Regional Office in Bangkok, the direct supervision of the Programme Specialist of Education Planning and Management (EPM), the selected consultant shall be responsible for providing technical support on education policy, education sector planning, financing of education as well as strengthening capacity development to Member States.

Specifically, the incumbent will perform the following duties:

  1. Contribute to the conduct the Education Sector Analysis work for Cambodia especially context analysis, cross-sectoral sector performance analysis, data visualization.
  2. Contribute to the development of Education Sector Plan for Cambodia especially for the development of Education Costing Model, Sector-wide Monitoring and Evaluation framework.

3. Contribute to the strengthening relevant national capacity in data analysis, data visualization, education costing model and Monitoring and Evaluation framework.

4. Support in the preparation of regional SDG4 Mid-Term Review report (Education Financing section).

5. Provide input as well as participate as a resource person to APMED (Asia-Pacific Meeting on Education) for the thematic area related to Education Financing.

6. Support in the preparation of Regional Guidelines for Transformative Education System (TES Costing Model and the chapter on “Financing of Education”).

7. Undertake other relevant professional duties as assigned by the Programme Specialist and the Chief of the Education Team of UNESCO Bangkok.

8. Mission to Cambodia is expected.

To maximize the benefits provided to Member States through its expertise, the selected consultant will collaborate closely with pertinent technical counterparts from the International Institute for Educational Planning (IIEP) and the UNESCO Institute for Statistics (UIS).

In line with UNESCO’s overall gender mainstreaming strategy, the incumbent is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

  • An advanced university degree (Masters or equivalent and above) in the field of education, development studies, economics, social sciences or related areas.

Professional Work experience:

  • Minimum 2 years of progressively responsible relevant work experience in the field of education, of which at least two years were acquired at the regional/international level.

Skills and Competencies:

  • Knowledge of Asia-Pacific education systems and education issues
  • Proven conceptual and analytical skills
  • Effective planning and organizing ability
  • Capacity to follow up and coordinate independently with minimal supervision
  • Proven ability to work efficiently in a dynamic and multicultural team environment

  • Excellent knowledge of English; knowledge of other UNESCO official languages is an asset.
