This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global HealthOffice of Professional Development and Management Support (GH/PDMS), at the U.S. Agency for International Development (USAID).

Duties

  • Serve as one of the primary Administrative Management Services (AMS) for administrative, human resources, logistics, and various program support services.
  • Perform a wide range of cross-cutting and complex duties in the areas of management analysis, facilities management, budget formulation and execution, and human resources management.
  • Provide policy guidance and direction to managers and other officials to interpret and implement policies related to management services and work directly with all levels of the Bureau and Agency personnel.
  • Review and interpret agency and government-wide policies and directive materials, and initiate actions necessary to implement new or revised policies or procedures; establish and maintain a system of internal records management controls.
  • Monitor and evaluate a full range of administrative activities; provide advice and technical assistance to managers and supervisors on a wide variety of administrative program areas; make recommendations for program and procedural improvements.
  • Track, analyze, and maintain a wide range of financial management instruments pertaining to budget obligations and expenditures, financial projections, and interagency and multi-year funding sources.

Specialized Experience:
GS-12:
 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) experience with personnel and administrative management functions related to logistics and facilities assistance and staffing related activities; b) providing advice and guidance to managers and employees on questions and situations related to logistics operations to include space, security actions and emergency management; c) Experience managing and interpreting data related to logistics fiscal management.

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) directing the administrative operations and implementation involving financial administration, billing, recruitment, evidence and inventory controls, records managements, and other office administrative support, as needed; b) collaborating with internal and external stakeholders to meet operational objectives and provide guidance for administrative policies, practices and procedures; c) Experience identifying delays or problems and developing corrective actions affecting logistical, physical, and administrative functions; d) developing office correspondence, reports and standard operating procedures operations to facilitate the mission of the Office.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
