Result of Service
The expected outcomes of the work to be carried out by the consultant are as follows:

• An analysis of information needs and the collection of basic data from the Court’s organs are conducted.
• Environmental diagnostics and strategic directions, as well as an analysis of existing tools, identification of primary sources of information, and potential partners, are performed.
• Resources necessary for the launch of the SCC legal library, including a provisional budget and models of essential material, technological, and human resources, are identified/proposed.
• Strategies for the development of the legal library, including priority areas for the library and mechanisms for acquisition, processing, and dissemination, are defined.
• Guidelines and regulations governing the management of the new legal library are established.

Duties and Responsibilities
Duties and Responsibilities (Avoid use of words that mimic staff functions such as support, assist, facilitate etc on consultancy ToRs. Consultancy task should be of expert in nature.)

Under the supervision of the MINUSCA’s Special Criminal Court Support Unit (SCCSU) working in collaboration with the Deputy Registrar (International) of the SCC, the consultant will undertake the following tasks related to the strategic and operational plan of the new legal library of the SCC:

1. Analyze needs and collect basic data: Identify information needs from the Court’s organs (Presidency, Chambers, Office of the Special Prosecutor, Registry), the Special Defense Counsels, and the Special Judicial Police Unit. Conduct an environmental analysis (diagnostics) and strategic directions; Analyze existing information and existing tools; Identify the main sources of information; Identify potential partners.

2. Identify and suggest resources necessary for the launch of the legal library: Develop a provisional budget (investments and operations); Define models of material, technological, and human resources essential for the launch of the new legal library of the SCC.

3. Define strategies for the development of the library’s collection: Define the priority areas of the legal library and the collection development policy; Define the acquisition mechanism (purchase, subscription to databases and/or scientific journals, access to free resources and/or other initiatives, collaboration with other library networks at the national, regional, and international levels), processing, and dissemination of the collection; Define the guidelines and regulations governing the management of the new legal library.

4. Define the mechanisms for launching the project of a legal library within the SCC: The consultant should refer to the above points (1, 2, and 3 related to the tasks and responsibilities of the consultant) in order to provide practical recommendations for the launch of the legal library project within the SCC.
Qualifications/special skills
13. Qualification Requirements/Evaluation Criteria (Indicate what is required/ desirable)
Education:
• University degree (Graduate Diploma or Master’s) in Document Engineering, Library Science, and Documentation, Information Science, and Libraries. A first-degree university diploma accompanied by five additional years of relevant experience may be accepted in lieu of the higher university degree.

Skills :
• Strong practical backgroundAn excellent command of the French language, both oral and written, is required, and a good knowledge of English is a significant asset.
• A minimum of 7 years of relevant professional experience in the field of library administration and management, including at least 5 years within an international or hybrid jurisdiction, is required. Work experience in the management and preservation of documents/archives within the United Nations system would be considered a significant asset.
• An excellent command of library software (X-ref Library management system, WINISIS, KOHA, Searching Online databases, ABCD Library management system) is an advantage.
