Org. Setting and Reporting
The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent will report to the Chief of Section, Logistics. The Property Management Officer efficiently and effectively manages all the property management activities of the mission pertaining to property control and inventory, fixed assets management, write-off and disposal processing.
Responsibilities
Within the limits of delegated authority, the Property Management Officer, P-4 will be responsible for performing the following duties:
• Provide advice to the Chief of the Section on all matters related to the policy and procedure governing the management of the United Nations Property; Contribute to the development of mission-specific standing operating procedures (SOPs) and guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, OPPFB Directive on Property Management and specific guidelines and SOPs from Field Operations Finance Division; Act as the focal point for the Missions’ property management issues pertaining to control and reporting on assets.
• Ensure accountability and proper tracking mechanisms to conform to the organizational standards and goals; Analyze and monitor the effectiveness of execution of asset control procedures in the field mission; Lead the implementation of the annual physical verification programme; Monitor implementation of the key management actions and meeting the organizational targets in the discipline of property management; Identify and implement solutions to problematic areas of the asset control process; Ensure that an effective support organization for the inventory management system and internal controls for UN property is sustained; Act as focal point for the Umoja Inventory Management System; Ensure that the outputs produced by PMU (such as Quarterly Property Management Performance Reports, IPSAS Financial Reports on P&E and Inventory) maintain high-quality standards and are clear and based on objective data to ensure compliance with UN standards and goals.
• Oversee activities related to reviewing and updating fixed assets register for additions and disposals, accumulated depreciation; Closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets; Preparing audit schedules relating to fixed assets preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors queries and/or recommendations; Ensure that activities related to maintaining fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately; Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; Undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures.
• Exercise managerial and supervisory control over the execution of functions carried out by PMU; Develop Work plans for Property Control and Inventory Unit to ensure that Unit’s goals are met and continuous improvements and efficiencies in the usage and disposal of property and materials within the Mission are sustained; Assess requirements for training of staff working with the Umoja Inventory Management System/ Fixed Assets Register, prepare inputs for the Mission’s budget, Asset Disposal Plan, evaluate staff performance.

Education
• Advance University degree (Master’s Degree or equivalent) in business administration, supply chain management, logistics management or related fields is required. A first level university degree with two (2) additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of seven (7) years of progressively responsible experience in property management, asset management, and property control is required.

• Experience in support services, logistics and supply chain management is desirable.

• Experience in providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
Languages
• French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required.
• A working knowledge of French is desirable.
