Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the Global Education Training Institute (GETI) in Incheon, Republic of Korea. The Programme Officer will report to the Chief of Section, under the overall guidance of the Chief, Risk Knowledge, Monitoring and Capacity-Development Branch.
Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:

• Contributes to the development and implementation of UNDRR’s global strategy for capacity development aimed at strengthening the capacities of governments, key counterparts and stakeholders at all levels in disaster risk reduction and to the implementation, and reporting of the Sendai Framework for Disaster Risk Reduction (2015-2030). Participates in the development and implementation of a capacity building and training programme carried out by the Global Education and Training Institute (GETI), building on the synergies and complementarities of various capacity building and training initiatives by other partners.
• Under the supervision of the Chief of Section, takes the lead in the development and implementation of training modules on Sendai Framework implementation, at global, regional, national and local levels, and consistent with the 2030 Agenda for Sustainable Development, Paris Agreement on Climate Change, and the New Urban Agenda. Monitors and evaluates the impact of the training modules; takes corrective action as required; proposes improvements.
• Contributes to building partnerships in areas of the office responsibility, in particular with experts and identified key stakeholders in disaster risk reduction capacity development. Carries out initiatives to build community of practices across countries and regions and promotes best practices, including by developing training of trainers’ modules and maintaining a roster of recognised experts on disaster risk reduction.
• In close collaboration with the Communications section and regional offices, ensure the collection and capture of good practices and case studies in disaster risk reduction, to be used for capacity building programmes, advocacy campaigns and other relevant knowledge and communication platforms in UNDRR.
• Contributes to the work plan of the GETI; ensures that outputs under his/her responsibility maintain high-quality standards; that documents, reports, learning programmes, resources and materials are clear, objective, state-of-the-art and comply with the mandates of GETI and of UNDRR. Contributes to activities related to work plan, budget and funding (programme/project preparation and submissions, progress reports and annual reports, financial statements, etc.). May be requested to manage or guide junior staff under his/her supervision and/or recruit and supervise consultants/external service providers as appropriate.
• In the absence of the Chief of Section, acts as Officer-in-Charge and represents the UNDRR at international, regional, national and inter-agency meetings, seminars, etc. when requested.

Education
An advanced university degree (Master’s degree or equivalent degree) in development, environment, social sciences, economics or related areas is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
