CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Country Program Overview

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

The first Policy on Community Participation (PCP) was established in 2003, which created the Health Centre Management Committee (HCMC) as the local governance entity for health and the Village Health Support Group (VHSG) as the cadre of Community Health Workers (CHWs) in each village. The Royal Government of Cambodia (RGC) has since committed to improving public service delivery by decentralizing and delegating health service management decisions and responsibilities through the Sub-National Democratic Development Reform (SNDD) 2021-2030. The objective of this reform is to establish a democratic culture at the local level that promotes people’s participation, public service delivery, and local development. These decentralization and democratic reforms have brought significant changes to Cambodia’s health system, including the management of provincial health departments by the Provincial Governor and the empowerment of communes to set and manage their own priority activities through the Commune Investment Plans (CIPs). The establishment of a Commune Council on Women and Children (CCWC) in each commune to oversee priority social services is also required. The updated Policy on Community Participation (PCP) reflects and aligns with these transitions and aims to support and enhance community involvement in the health system. Strong CHW networks will be key to prevent the resurgence of malaria and support the rising tide of non-communicable diseases (NCDs) in Cambodia.

Position Summary

This Associate will work with National Center for Health Promotion (NCHP), (National Committee for Subnational Democratic Development (NCDDs), Commune and Sangkat Department of the Ministry of Interior (MoI), the Ministry of Economics and Finance (MoEF) and other development partners to develop the national guideline of Participation Community Policy (PCP). This Associate will also organize, facilitate and follow up on a number of consultations to collect feedback and inputs for guideline development and also help coordinate/link CHW integration efforts between both VHSG and Village Malaria Workers (VMW).

The Associate will also support the wider CHAI Cambodia team to develop pilot community engagement initiatives to test sustainability, inclusivity and impact of innovative community-based health care models e.g. engaging VHSGs in long term management of people living with chronic disease, developing a communication package for commune leaders to explain need for investing in population health and identifying opportunities for effective and sustainable investment in population health through CIPs. This role will be required to work closely with other team members in the country and global team.

This Associate will be based in Phnom Penh and will report to the NCD Program Manager of CHAI Cambodia. This position will require regular travel to OD/districts and HC facilities in the provinces mentioned above and other provinces if necessary.

Responsibilities

Project management

  • Consult with each institution (National Program/National Centers/Departments) within relevant ministries like MoH , MOI and MOEF to document current activities conducted with support from the VHSG and HCMC and what would be aminimum requirement for VHSG and HCMC support over the next 5 years.
  • Conduct analysis of the findings from institutions to group similar requirements for the VHSG and HCMC so as to identify tasks that could be integrated to optimize use of the VHSG and HCMC time.
  • Consult with each institution within MoH to identify minimum training/coaching requirements for VHSG and HCMC to perform their work; and with the findings identify areas that could integrated across different institutions. Draft outline and concept for the development of training package for VHSG and HCMC; including training strategy for rollout.
  • Support NTWG/MOH, in collaboration with other development partners to develop operational guidelines for the new policy on Community Participation; leveraging the results of previous national and subnational consultations on the role of VHSG and HCMC and lessons learned from existing projects in Cambodia leveraging Community Health Workers.
  • Support NTWG/NCHP to develop training package, standard operating procedures (SOP), tools for collecting and reporting data for the VHSG.
  • Work with commune leaders to develop agreements and roll out pilot initiatives including necessary training and coaching.
  • Conduct monitoring and evaluation of pilot initiatives.
  • Support CHAI to develop materials and events to communicate impact of pilots with key stakeholders.

Coordination

  • Consult and collect inputs from stakeholders such as NCHP, MoH, NCDDS, Commune and Sangkat Department of MoI, Key focal person of MoEF, and development partners like UNICEF and WHO.
  • Consult and collect inputs from local and global stakeholders with expertise in gender inclusive and disability inclusive health service design.
  • Support PHD to facilitate access to data information at the provincial level and provide key updates.

Strategic Vision

  • Work closely with the NCD Program Manager, Malaria team and the CHAI leadership in the country to maintain the overall strategic direction of the program.

Qualifications

  • Bachelor’s degree or master’s degree in related field with a minimum of 5 years of work experience in public health, guideline or policy development.
  • Experience related to engaging communities in participatory design.
  • Experience in developing operational guideline.
  • Excellent interpersonal skills, and an ability to communicate effectively and build durable relationships with people of varied professional and cultural backgrounds.
  • Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure.
  • Able to identify and comfortably pursue high-impact tactics in complex, uncertain, and continuously evolving environments.
  • Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy.
  • Possess self-motivation and comfort working independently with little oversight.
  • Ability to work with humility and not seek personal credit for the work or contributions; commitment to ensuring the government partner is the owner of our supported work.
  • Excellent working knowledge of spoken and written English and Khmer.
