The Resident Coordinator (RC) is the highest-ranking UN representative in Uruguay. The Resident Coordinator leads and coordinates the support provided by 18 UN agencies to Uruguay toward the fulfilment of the 2030 Agenda for Sustainable Development. This support is guided by a United Nations Sustainable Development Cooperation Framework (2021-2025), which aligns UN support with national priorities on development stablished by the country. The RC supports and advocates for the work of UNCT members, including Non-Resident Agencies (NRAs). The RC leads the UNCT to stablish and agree on the UN’s strategic response to the national priorities. The Office of the UN Resident Coordinator in Uruguay fulfils the following five functions in support of the responsibilities of the RC and the UNCT: a) strategic planning; b) analysis on sustainable development; c) enhancing of partnerships and development finance; d) data management, M&E and reporting; d) communications and advocacy.
This UNV assignment is part of the activities deployed by the UN Resident Coordinator’s Office in Uruguay to reinforce the joint work of the UNCT in the country to promote human rights principles as well as gender equity and women empowerment in joint programming and sensitization and advocacy for human rights, in the framework of the UN Reform. Particularly, this UNV assignment will contribute to maximize coordination among UN Agencies to implement effective joint initiatives under one of the four strategic priorities of the current Cooperation Framework (UNSDCF 2021-2025), related with the LNOB principal. Under the supervision of the Head of UN Resident Coordinator’s Office in Uruguay, this UNV assignment will have to provide support to the UNCT in the design, implementation, monitoring, and evaluation of joint initiatives (programs, projects, and specific activities) aiming to promote human rights of gender equity and women empowerment in Uruguay. In this framework, this assignment will have to interact with counterparts of the UN System, implementing partners, and relevant national stakeholders.
Under the supervision of the Head of UN Resident Coordinator’s Office in Uruguay, the UN Volunteer will carry out the following tasks: • Support the implementation of the RCO and UNCT strategy in Uruguay to promote human rights-based approach and gender equity and women empowerment in Uruguay. • Provide support to the RCO and the UNCT to collect and analyse qualitative information about the human rights and GEWE indicators, particularly focus on most vulnerable people, interacting with relevant stakeholders, NGOs, and community-based organizations. • Provide support to the RCO and the UNCT to keep updated information on institutions and public policies, programs, and projects on human rights and gender equity in the country. • Support the RCO and the UNCT in identifying opportunities for the implementation of joint initiatives (programs and projects) to promote the human rights of most vulnerable people. • Support the RCO and the UNCT in the analysis of strengths and areas for improvement (capacity analysis) for the implementation of an advocacy strategy for human rights and GEWE.

This assignment is funded by the Government of Spain and therefore specific criteria apply: – Candidates must be Spanish nationals. – Candidates who already served on an assignment funded by the Government of Spain are not eligible to apply for an assignment in the same category. Former UN Youth Volunteers may apply for UN Volunteer Specialist assignments and former UN Volunteer Specialists may apply for UN Volunteer Expert assignments – Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form. Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Interviews will be conducted by the UN Host Entity in May. Also, the country is ranked by the WB as high-income country. Uruguay is also ranked as a full democracy country by the Intelligence Unit of The Economist. Finally, it is important to highlight that the country has very good infrastructure (availability of water, electricity, and communication services), an ample offer of fly connections with the regional countries and beyond. Uruguay provides for an interesting and enriching environment. Contract Conditions: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. The applicable Volunteer Living Allowance (VLA) is provided monthly to cover housing, utilities, and normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as deployment and final repatriation travel, and entry / exit allowance.
