Purpose of Activity/Assignment:

With the support of UNICEF, the Deputy Prime Minister’s Office (DPMO) – Disability Unit, seeks to engage a consultant to review, edit and design four documents:
1) Disability Mainstreaming Manual and Handbook (60 pages)
2) Service Directory for Organizations of Persons with Disabilities (142 pages)
3) Eswatini Disability Grant Design Study (52 pages)
4) Eswatini Inclusive Management Information System (Practice Note) (20 pages)
The current drafts of these documents were developed by the DPMO, Disability Unit and developed following several consultative processes with key national stakeholders.

Scope of Work:

Under the supervision of the Child Protection Specialist, with oversight by the Director Department of Social Welfare, the consultant will review, edit, and finalize the drafts of the two documents mentioned above. The specific tasks to be undertaken in carrying out and completing the assignment will include the following key activities:

• Review the drafts of both documents.
• Identify and correct gaps in structure, flow, content, language, and design in both draft documents.
• Edit, layout and finalize both documents.
• Submit final and print-ready copies of both documents.

To qualify as an advocate for every child you will have…

A minimum qualification of a Master’s in either Social Sciences, Development Studies, Monitoring & Evaluation, or related disciplines.

Work experience:

Proven and traceable experience in professional editing, layout, and design of strategic level documents. At least 3 years’ experience working on child rights and/or other development issues.

Language:

Fluency and strong English writing skills

Knowledge/Expertise/Skills required:

a) Proven knowledge and experience in professional editing, layout, and design of drafting of similar documents as those indicated in TOR.
b) Strong research and analytical skills and excellent writing skills, with proven ability to write and articulate ideas in a clear, concise, and professional style.
c) Traceable examples of professional written work in assignments of similar magnitude.
d) M&E qualifications and proven experience developing national level M&E Frameworks will be an added advantage.
e) Relevant and similar work in child rights issues in Eswatini will be an added advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
