ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Provide support to Logistics/Fleet operation and activities, ensuring that all vehicles and Assets repairs/maintenance are conducted following standard processes and ensuring that all data is correctly captured analyzed and tabulated in required reports, oversee the outsourced staff. Works in fast-paced, high-pressure environments.
Responsible for the overall Management and oversight of Workshop activities and maintenance of Trucks/Vehicles and machineries within Area Office Fleet operations in accordance with the Procedures, Normative Guidelines, and Business Rules as set by WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of AO Logistics Officer/Head of Fleet and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:

  1. Provide support to Logistics/Fleet operation and activities,
  2. Supervise scheduled maintenance & repair, overhaul, reconditioning, modifications, in a most efficient manner with the objective to ensure that all vehicles are maintained to a high standard and roadworthy condition.
  3. Oversee the materials management aspect of the operation and in particular the controlling, justification and issuance of spare parts, tyres, lubricants & consumable materials.
  4. Assist in the forecasting and requisitioning of spare parts: preparation of orders for spare parts/tires and materials required for the operation and submit these requests for the approval of the Workshop Manager.
  5. Carefully record and maintain an inventory list of all tools & workshop equipment.
  6. Provide oversight and supervision to all staff and ensure that the work is carried out to a satisfactory standard as required by the Organisation, including time-keeping and completion of timesheets.
  7. Involved in the control and cost effectiveness of the vehicles and prepare recommendations for write-offs, where necessary.
  8. Investigate means to constantly reduce the operational costs of the Fleet pertaining to maintenance activities.
  9. Use VMRS (Vehicle Maintenance & Reporting Standards), reason-for-repair, work-done-codes and component codes, analyse data to improve maintenance and recommend modifications to solve technical problems.
  10. Responsible for the supervision of tyres management which include maintenance practices, controlling mechanisms and performance monitoring.
  11. Ensure that proper workshop administration, record keeping & vehicle history records are well maintained via the Fleet Management System (FMS).
  12. Ensure that timely accurate data is entered into the FMS for the repairs, tyres & stock control modules.
  13. Assist and ensure that all reports and information as required by the Organisation are produced promptly on a timely basis via FMS. Additionally, analyze information and quality of report prior to distribution.
  14. Responsible for the supervision of oil & lubricants ensure that the quality/quantities of the supply of lubricants are in accordance with standards set.
  15. Implement best practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.
  16. Ensure that minimum health and safety requirements are met in full, together with considerations for environmental needs.
  17. Responsible to ensure that all staff (persons reporting) carry out their duties in accordance with their Job Descriptions set.
  18. Continuously collect and collate valuable data or information relating to improvements required for standardisation and development purposes for Fleet management and communicate this information to other staff in Fleet.
  19. Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.
  20. Travel occasionally, as required by the Organisation.
  21. Will perform any other duties as requested by immediate supervisor.

  • Spare Parts Storekeepers,
  • Data Analysts.

Performance criteria:

  • Ensure that all outsourced staff are performing their duties according to WFP standards.
  • Ensure that attendance sheets are compiled and submitted to CO each end of the month for payroll purposes.
  • Ensure that Mechanics & other staff perform the work carried out in accordance with manufacturers’ standard times and minimise downtime.
  • Ensure that the quality of workmanship is carried out to a satisfactory standard in accordance with the criteria set to minimise repeat-repairs.
  • Ensure that Loss or damage of Spare parts, Tools, or Equipment as well as Loss of Fuel in the care of the employee shall be deducted from the salary based on CIF value or Local Market Rate, whichever is prevailing.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education, supplemented by a vocational training program in automotive service technology or relevant mechanical/technical training for both Light and Heavy Vehicles.

Higher education in lieu of work experience

Relevant, completed university degrees may be considered in lieu of experience with the following conversions:

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022.

Experience:

  • At least 6 years of progressive relevant work experience out of which at least 3 years in fleet and workshops.

Knowledge and Experience:

  • Proficient in MS Office (Word, Excel, PowerPoint)
  • Proficient knowledge of maintenance of the new computerized trucks including usage of diagnostics tools,
  • Proficient in the use of any computerized Fleet Management System
  • Proficient in English both written and spoken.

Language:

  • Fluency (level C) in the English language. Fluency in the local languages (Dari and Pashto).
