JOB DESCRIPTION

Background
Under the overall guidance of the Programme Analyst, Sustainable Development the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs required to exchange information and support programme.

The position Open only for Kuwaiti nationals or those with a legal permit residence in Kuwait.

Duties and Responsibilities
Under the overall guidance of the Programme Analyst for Sustainable Development, the Programme Associate is responsible for following tasks:
  1. Provide support in fostering engagement with a wide range of partners including government entities, non-governmental organizations, and the private sector in sustainable development efforts;
  2. Provide administrative and operational support to effectively implement the country office’s programmatic objectives, ensuring efficient delivery and maintaining the quality of all business processes;
  3. Support in expanding partnerships, crucial for the advancement and success of the programme’s objectives.
  4. Provides effective support to management of the Sustainable Development Portfolio and associated projects

 

 Provide support in fostering engagement with a wide range of partners including government entities, non-governmental organizations, and the private sector in sustainable development efforts;

  • Provides support in the development of activities and initiatives to engage diverse range of partners, including government entities, non-governmental organizations, and the private sector, in promoting the Sustainable Development Goals (SDGs).
  • Supports in compiling and systematizing Programme knowledge, products and tools.Contributes to the  preparation of concept notes and draft documents r for activities involving diverse stakeholders, with a focus on sustainable development initiatives,
  • Contributes to the preparation of periodic and annual Programme reports;
  • Provides material for media statements/announcements related that showcase the achievements and results of the projects and activities.

Provide administrative and operational support to effectively implement the country office’s programmatic objectives, ensuring efficient delivery and maintaining the quality of all business processes; 

  • Provision administrative support for the assigned programme portfolio, which includes organizing events, maintaining accurate documentation, and preparing   necessary correspondence;
  • Review of NIM projects Financial Reports and preparation non-PO vouchers for development projects;
  • Maintenance of the internal expenditures control system to ensure all vouchers are properly processed, matched and completed, and that transactions are accurately recorded and posted in Quantum
  • Timely corrective actions on unposted vouchers, addressing issues like budget check errors, match exceptions and unapproved vouchers;
  • Creation of requisitions in Quantum for development projects and oversee the registration of goods receipt in Atlas;
  • Making budget check for requisitions, POs and vouchers to ensure compliance and accuracy.;
  • Conducting budget revisions to align with the programme’s financial requirements and objectives, ensuring efficient delivery and maintenance of quality in all business processes.

Support in expanding partnerships, crucial for the advancement and success of the programme’s objectives. focusing on achievement of the following results:

  • Analysis of potential and existing partners and prepare detailed profiles to support the expansion and strengthening of partnerships; Tracking and reporting on financial resources, including a review of contributions agreement, managing contributions within Quantum (UNDP ERP System), ensuring alignment with partnership objectives and programme goals.

Provides effective support to management of the Sustainable Development Portfolio and associated projects focusing on the achievement of the following results:

  • Creation of a project in Quantum platform, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  •  Provision of guidance to the executing agencies on routine implementation of projects according to UNDP’s and donor’s rules.
  • Preparation of relevant information and financial analysis to periodic and ad-hoc financial reporting to donors and COs, as needed.
  • Monitors project commitment and expenditures through a variety of reporting and compares with approved budget; prepares adjustments and project finance documents as necessary.
  • Maintain electronic and, where necessary, hard-copy files of all project and associated information.
  • Presentation of information for audit of the project, supports implementation of audit recommendations.

Required Skills and Experience
Education:
  • Secondary Education.
  • Or bachelor’s degree in economics or social sciences, Business or Public Administration and Political Sciences, or related field will be given due consideration.
Experience:
  • 6 years (with Secondary Education) or 3 years of relevant experience will suffice for holders of a bachelor’s degree.
  • Progressively responsible administrative or programme experience on development issues preferably on issues related to sustainable development is required at the national or international level.
  • Previous experience working with UNDP/UN or International NGOs would be desirable.
  • Knowledge of finance management system used by UNDP or any relevant ERP system would be an asset
  • Prince2 or PPM training and certification would be desirable, but it is not a requirement.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Excellent writing and oral communication skills in English and Arabic.
