Mission and objectives

The United Nations Mission for the Referendum in Western Sahara (MINURSO) was established by Security Council resolution 690 of 29 April 1991 in accordance with settlement proposals accepted on 30 August 1988 by Morocco and the Frente Popular para la Liberación de Saguia el-Hamra y de Río de Oro (Frente POLISARIO). The settlement plan, as approved by the Security Council, provided for a transitional period for the preparation of a referendum in which the people of Western Sahara would choose between independence and integration with Morocco. The Special Representative of the Secretary-General was to have sole and exclusive responsibility over matters relating to the referendum and was to be assisted in his tasks by an integrated group of civilian, military and civilian police personnel, to be known as the United Nations Mission for the Referendum in Western Sahara.

Context

This position is located within the maintenance unit of the Transport Section in MINURSO. The maintenance unit is responsible for the repair & maintenance of a mixed fleet of 347 vehicles & equipment, which include light passenger vehicles, ambulances, buses, airfield equipment, engineering equipment, material handling equipment, trucks, trailers, & attachments. The UNV Vehicle Mechanic / Quality Control personnel report through the IC Fleet maintenance (workshop supervisor) to the Chief Transport Officer (CTO) & the UNV Support Officer. Frequent interactions will occur during duties with the unit supervisors, maintenance personnel, military G4, and vehicle / equipment operators throughout the complete mission AoR.

Task description

The UNV Vehicle Mechanic / Quality controller will be responsible for, • Carrying out “in”, “strip”, & “out” inspections of all vehicles & transport equipment presented for manufacturer recommended routine and non-routine maintenance in Laayoune, & other mission locations when deployed. • Liaising with workshop receptionist when vehicles/equipment arrives for, & release from, maintenance. • Liaising with all workshop supervisors to ensure that priorities are determined. • Liaising with & advising mechanics of correct maintenance procedures & use of tools. • Ensuring vehicles are roadworthy & fit for purpose prior to release from the workshop. Vehicles not complying with requirements are to be returned to the workshop for rectification. • Ensuring all records are kept for accounting purposes. • The complete inspection & processing of accident vehicles including, • Compilation & distribution of both technical, & Damage Discrepancy Reports (DDR). • Liaising with the security section. • Liaising with the claims unit. • Liaising with vehicle bodywork contractors to ensure repairs are carried out to an acceptable standard. • Carrying out Pre-Delivery Inspections (PDI) of new vehicles received by the mission, including compilation and distribution of all the required reports. • Assisting with the inspection & reporting of vehicles and vehicle systems under trial. • Carrying out “Write off” inspections & submission of reports. • Irregular deployment to team sites to carry out routine maintenance and monitor maintenance standards. • Liaising with UNMOs and Transport section mechanics. • Ensuring compliance with Health & Safety protocols by all personnel within transport section responsibilities, including the safe operation and maintenance of all transport workshop tools and equipment. • Reporting all infractions to the responsible person for rectification. • After training, the UNV mechanic will be expected to operate recovery trucks and equipment to ensure that any vehicles requiring this service are correctly extracted from hazards, and if necessary, recovered to repair facilities without further the damage being caused. • Any other tasks as directed by the CTO or his designated replacement.

Required experience

8 years of experience in vehicle maintenance / repairs to include general mechanics (engine systems, cooling systems, lubrication systems, induction & exhaust systems (including turbo chargers & Exhaust Gas Recirculating [EGR] systems), fuel systems (diesel & petrol), suspension, steering, axles, differentials, brake systems (including ABS & EBS), Safety Restraint Systems (SRS), transmissions (manual & automatic), clutches (all types), wheels (including tyre repair), bodywork including glasses, etc.), welding & cutting systems (to include fabrication), hydraulic systems, pneumatic systems, vehicle electrics and electronics (including use of various diagnostic tools), & vehicle air conditioning systems. The applicant must have hands on knowledge of using modern vehicle repair tools, including maintenance. UN field experience is desirable.

Western Sahara is a territory on the North-west Coast of Africa boarded by Morocco, Mauritania, & Algeria. The city of Laayoune has full infrastructure systems, including running water, electricity, & sanitation. Sometimes there will be water shortages. Each UN Volunteer lives in his/her own private accommodation, preferably in the security-cleared & designated areas. Generally, apartments are furnished but the settling-in-Grant will cover the cost of modest house furniture. The UNV support Officer will provide help with finding accommodation. Some entertainment is available in the city, including restaurants, cafes, gym, tennis fields & parks. The local currency is the Moroccan dirham, & many banks & exchange bureaus are available. ATM machines are available to withdraw money in the local currency. The weather in western Sahara is mainly hot & windy. Nights are generally colder than days, which is typical desert weather. Winters can get much colder, up to lows of 10°C. Very windy days, as well can occur, so it is recommended to have warm protective clothing as well as light smart wear for Summer. Mobile phone service is provided in Western Sahara by a few Moroccan phone companies. The most popular is Maroc Telecom & it offers good rates. Wireless internet is available through the service provider.
