What will you do in this position?

In this unique context, WFP is seeking a qualified individual to fulfil the role of Strategic Advisor to the WFP Moldova Representative & Country Director to assist in WFP’s ability to achieve strategic goals, objectives and plans in Moldova.

To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government’s shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country until August 2023. The TiCSP is likely to be followed by an Interim Country Strategic Plan (iCSP), with an anticipated duration of up to 2 years (end 2025.)

How can you make a difference?

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Strategic policy advice and engagement
– Monitor global and regional conflicts, specific themes (e.g. non-renewal of Black Sea Grain Initiative) and their impact on Moldova.
– Monitor policy engagement and political decisions regarding Moldova, including those made in the context of sanctions against the Russian Federation, EU and EU-integration.
– Horizon scanning on national and international events, global/regional fora, decisions, meetings, and visits that possibly impact on international engagement on/with Moldova, with special focus on topics related to WFP’s mandate and work in Moldova.
– Advise Country Director in strategic opportunities for engagement with new stakeholders and options for (re)orientation and programme and operational alignment.

2. Strategic positioning and advocacy
– Advise on navigating the national, bilateral- and multilateral processes and cooperation frameworks, and engaging and influencing government, stakeholders, and other key actors on advancing WFP’s agenda.
– Design and support execution of external relations strategy and lead implementation (including lobby plans, message development, stakeholder analysis/engagement and political analysis and strategy) to influence donor policy and secure budgetary commitments for WFP, in close collaboration with relevant CO units and colleagues.

3. Strategic risk management and advice
– Advise senior management and the country office in identifying and addressing strategic risks, including through prospective modelling and scenario analysis.
– Shape WFP Moldova’s contribution to corporate learning and innovation on optimizing WFP’s business model in ‘existing responsibly’ in context of transitioning from responding to needs, to shifting the needs to national systems while strengthening the system.

4. Strategic management and advice
– Prepare strategic documents, analytical policy research/briefs, grey literature, white paper, options, and guidance notes to support and document strategic management of WFP operations and presence in Moldova.

5. Any other duty in line with this consultation

To join us in saving and changing lives, you have:

Education: Master’s degree in political science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or a bachelor’s degree in the same fields with additional years of related work experience and/or training/courses.

Experience: With a master’s degree, at least 08 years of postgraduate experience advising on humanitarian and development policy and advocacy, government engagement in different types of operations, or in a related functional role. At least five years of this experience should have been acquired at a Country or Regional Office level.

Language: Fluency in English is required (read, write, speak).
