Terms of Reference

1. General Background

The United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern. Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees. UNHCR have developed a $1 Billion Private Sector Fundraising Strategy 2018-2025. This strategy focuses on both Individual Giving and Private Sector Partnerships and identifies priority fundraising markets and regions. As part of this strategy, and in order to achieve the ambitious objectives of mobilizing necessary resources for UNHCR, colleagues working in the sphere of Private Partnerships and Philanthropy (PPH) mainly focus on developing and strengthening long-term partnerships with companies, foundations and private philanthropists (“PPH donors”).

As part of a wider fundraising team, the primary role of PPH colleagues is to seek various forms of support from PPH donors: securing funding for UNHCR programmes will be considered a priority, but the work also includes leveraging the capacities of these partnerships beyond funding, in order to build long-lasting holistic partnerships bringing various forms of support to UNHCR and to persons of concern (POC), such as advocacy, visibility, expertise, innovation and public engagement.

The incumbent will be based in Dubai and will be reporting to the PPH Officer in the Dubai office.

2. Purpose and Scope of Assignment

Under the supervision of the PPH Officer in Dubai, the Fundraising Support Assistant will be:

• Develop fundraising materials (proposals, concept notes, and reports), including Islamic Philanthropy products, from raw data received from operations, and Regional Bureaux, ensuring UNHCR brand compliance and alignment with organizational priorities.
• Support PSP MENA fundraisers in reaching their targets, responding promptly to requests and queries regarding UNHCR programs and operations.
• Assist in coordinating with the PSP Project Support Unit (PSU) at HQ to provide content on UNHCR needs appealing to PSP MENA donors, including regular updates on funding gaps and opportunities.
• Track and ensure timely reporting on the implementation of funded projects.
• Track and ensure that all agreed donor visibility has been implemented in relation to funded projects.
• Support coordination of PSP MENA field missions, including coordination of PSP missions globally to operations in MENA.
• Perform any other tasks as required.

3. Qualifications and Experience

a. Education

• Secondary education with preferably a degree in Economics, Public Relations, Political Science, Business Administration, and/or other related fields.

b. Work Experience

• Minimum 1-year relevant experience with High School Diploma; or Bachelor or equivalent or higher in Economics, Public Relations, Political Science, Business Administration, or other related fields
• Experience in Project Management
• Experience in account and relationship management
• Knowledge of the UN system preferably with UNHCR or another UN Agency is a plus
• Previous experience in donor profiling.

c. Key Competencies

Required
• Excellent written, interpersonal, and oral communication skills are essential.
• Excellent computer skills and practical experience in working with Microsoft Office.
• Fluency in written and spoken Arabic and English is imperative, with advanced writing and editing skills.
• Strong understanding of the corporate landscape in MENA.
• Strong passion for refugee affairs, and for UNHCR’s work.
• Awareness of humanitarian affairs, and good writing skills.
• Attention to detail and a results-oriented team player.
• Have excellent research, analytical, drafting and communication skills with strong interpersonal and negotiation skills.
