JOB DESCRIPTION

Background:

In 2023 the host country has adopted a Roadmap for 2023-2024 for the development of international cooperation aimed at exploring Turkmenistan’s accession to the Global Methane Pledge and the implementation of the Paris Climate Agreement at the national level. By the end of the year Turkmenistan announced its decision on joining the Global Methane Pledge at COP28. Aiming to support the host country in implementation of its national and international obligations arisen from strategic documents, as well as based on the discussion with national partners the OSCE Centre in Ashgabat tailored the seminar on methane emission regulation system and carbon credit management for the governmental representatives of the State Concern “Turkmengas” and State Concern “Turkmenoil”, State Concern “Turkmengeology” etc.
The Project is in line with the 2024 UBP, Outcome 2.1.  The host country improves sound management of natural resources, environmental and renewable energy policies and the protection of critical infrastructure.

Objective of Assignment: 

The international expert will provide a targeted expert assistance to the OSCE Centre in Ashgabat by preparing training material and facilitating the two-day seminar “Implementation of methane emission regulating system and carbon credit management mechanisms: OSCE Best Practices” on 10 and 11 April 2024.

 

Duration of Assignment:

4 days

Tasks and Responsibilities:

1.    To develop the seminar documents (seven power point presentations, including case studies and best practices) and to elaborate/provide recommendations to the seminar agenda, if any. The material should contain relevant practical samples and lessons learnt of the OSCE Participating States.
The presentations should cover the following topics:
•    State policies on methane emissions and methane capture: best practices of OSCE participating States
•    Trading scheme for emission quotas in the OSCE region
•    Formation of the National Quota Allocation Plan by Scope of Activities
•    Preparation and submission of inventory reporting
•    Procedures for issuing carbon credits
•    Calculation of carbon footprint
•    Transboundary carbon management mechanism

2.    To facilitate the two-day seminar in an offline format on 10 and 11 April 2024, including delivering presentations and addressing feedbacks and questions from participants.

3.    To prepare a final report in English (not less than 3 pages), including the main issues discussed, main challenges, conclusions of the seminar and the list of recommendations for the effective steps to implement carbon credit management mechanisms and adapt methane emission control systems.

Necessary Qualifications:

•    University degree in the fields of Environmental Sciences, Petroleum management, Engineering, Environmental Law, Resources Management or similar.
•    Minimum 8 years of professional experience, at the national and/or international level in the area of oil and gas management, engineering etc.
•    Knowledge of the advanced environmental technologies and advanced management approaches in the oil and gas industry.
•    Excellent knowledge of English and or/Russian, including excellent communication, presentation and drafting skills
•    Professional fluency in the English and/or language, both oral and written.
•    Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
