ROLE PURPOSE

Programme efficiency and Y.O.D.A Manager is an organisational transformation programme through which we are introducing the new integrated ERP (Microsoft Dynamics 365), Data Warehouse and PMERL (Project Management and MERL) systems. These tools will help us accelerate the implementation of our refreshed Global Strategy ‘Girls Standing Strong’ by enabling us to measure, analyse and report on the impact and cost of our work. In this way, Programme Y.O.D.A will help us to become more data-driven & transparent and increase our efficiency, effectiveness and impact for girls. The Program Efficiency & YODA Manager is leading in project efficiency and YODA implementation.

Dimensions of the Role

  • The Program Efficiency & YODA Manager is responsible for managing country office Y.O.D.A syatem including the three integrated Programme components: ERP (Microsoft Dynamics 365), Data Warehouse and PMERL (Project Management and MERL) systems.
  • Responsible for in-country MERL capacity building plan and contributions to the regional MERL network,
  • Drive Plan gnb programs and project Data Quality Assurance as well as tracking and reporting on programs / project outcomes and impact of Plan gnb programs / project interventions,
  • Enable documentation of Programs/project best practices, lessons learnt and project learning and also work towards profiling Plan gnb work and impact stories.
  • Ensures the technical supervision of the Program Area PMERL Officer (PAPO) and project MEARL team.
  • Stablish and Manage MERL related relation and partnerships with other agencies and government institutions and accountable for the quality of planning, monitoring, evaluation and research of Plan International gnb

Accountabilities

Monitoring Implementation and M&E managemen at Strategic Level

  • Support in the design and implementation of the MEARL frameworks of Plan gnb and information system (Y.O.D.A) to track delivery against targets, outcomes and impacts
  • Ensure the execution of functional M&E framework based on tracking of outcomes and impacts
  • Ensure the activity monitoring logs are well kept in a quick and easy to access and retrieve
  • Analysis of data collected for assessment of progress and areas of improvement and overall data management
  • Support in developing or adapt monitoring tools to track program performance in line with the Plan inc Theory of Change and the M&E Plan
  • Monitor and evaluate overall progress on achievement and sustainability of results
  • In liaison with project team, coordinate periodic reporting, monthly, quarterly, half-yearly and annual progress on all project activities
  • Manage and conduct quantitative and qualitative monitoring, evaluations and studies among program beneficiaries and other stakeholders,

Standards and Quality Improvement

  • Ensures adherence to M&E standards, Research and evaluation standards and all M&E cooperate standards at the Program and project level
  • Track implementation of indicators and sets of measures of sustainability and success to generate reliable evidence for program / project improvement
  • Support in application of strategies to the Program Management for improving the efficiency and effectiveness of the program by identifying and dealing with bottlenecks
  • Employs data quality management standards through use of appropriate data collection tools, data management and analysis methods
  • Uses on-going project monitoring and assessment reports, working closely with program teams to improve the quality of implementation and adapt project design
  • Provides input, information and statistics for quarterly, annual and other reports to Program / Project Management
  • Establishes and manages a performance monitoring and evaluation framework with specific goals, outcomes, inputs, outputs, processes, indicators, data needs and sources as well as reporting templates and frequency, for effective monitoring, reporting and updating of the progress of the program / project.

Documentation, Data Management, Learning and Knowledge Management

  • Leads and conducts analysis of quantitative data as well as qualitative data on all program / project inputs, outputs and outcomes to inform program management
  • Dissemination of Monitoring Reports for internal and external audiences
  • Supports the program/project Manager to respond to Senior Management or donor data queries in an accurate and timely manner
  • Creates, establishes and maintains program / project level monitoring tools and databases that are mainstreamed to existing systems and aligned with programme design
  • Supports program team to develop case studies, change/impact stories to inform program / projects achievements
  • Provide advice to the partners and program team on improving program performance using M&E findings
  • Facilitates and supports the documentation of best practices and lessons learned from program / project outputs for audiences within and outside Plan International
  • Leads the project team in developing case studies and change stories periodically
  • Identifies and documents interventions and initiatives, and knowledge management products that can be replicated or scaled up.
  • Develops and maintains an updated database of all completed interventions and periodically carry out meta-analysis of the information
  • Ensures all the data is disaggregated by sex, age and disability and that all the studies are gender responsive
  • Ensures that the program team utilise the country-based data collection tools and observe data quality controls
  • Responsible for supporting from a gender perspective, data collection, analysis and utilization across all programs at the hub level, based on the standard tools

 

Knowledge Sharing, Networking, Coaching and Capability Building

  • In liaison with the Head of Program & Business Development (HPBD), reviews M&E findings and best practices and disseminates information to CLT to facilitate evidence-based planning, learning and informed decision-making
  • Promote individual and organisational learning through systematic reflection processes, documentation, dissemination and knowledge management
  • Support coaching and training of program staff and partners for improved MERL practices in response to needs
  • Builds, maintains and engages in internal and external MERL partnerships and networks
  • Builds capacity of the program implementation team in M&E data collection, analyses, verification and reporting
  • Facilitate access to relevant and accurate information on the Project stakeholders including the Community.
