Background

This vacancy is open only for the applicants with citizenship of or permanent residence in the Republic of Serbia.

The overall objective of the OSCE Mission to Serbia’s project “Strengthening Media Freedom and Quality Journalism in the Digital Environment in Serbia” is to contribute to the efforts in supporting the development of a media system providing citizens with quality public interest content, healthy consumption of media products, and a platform for democratic debate. Building on the OSCE Mission to Serbia’s past activities in this field, it will focus on the implementation of the Republic of Serbia’s “Strategy for the Development of Public Information System in the Republic of Serbia for the period 2020-2025” (Media Strategy) and Action Plan 2023-2025 and the implementation of newly adopted media legislation leading to more transparent and independent media regulation, more robust legal protection for journalists facing intimidation and violent attacks, and access to the media space for under-represented groups in this diverse country. The Mission intends to build on the foundations laid successfully in recent years, with a strong emphasis now on implementing the agreed Media Strategy (MS).

The Media Strategy notes the challenges brought by rapid technological development and the dramatic impact it is having on media operations and sustainability, as well as on the journalistic profession.

AI and usage of the cutting-edge technologies bring endless possibilities for newsrooms, including writing headlines, social media posts, reports, summarizing context, creating data visualizations, translations etc. On the other hand, it also comes with numerous issues including its ethical use, problems with content verification, misuse of copyright issues, alterations of reality, creation of deep fakes and manipulations, as well as questions of economic sustainability.

The Mission will support the research on the responsible use of AI in the newsrooms: practical implications and ethical questions. It will also be a mapping and data gathering exercise to assess:

1)  the practical implications on usage of AI in day-to-day work and functioning of media outlets and journalists; 

2)     ethical questions and dilemmas of transparency and accountability.

The Mission’s Media Department therefore requires the services of one local consultant, who is an experienced expert in the field of media and media policy development, research and implementation, content analysis, impact of new technologies on media and content, governance, financing and ethics.

Tasks and Responsibilities

Under the supervision of the National Legal Officer, the consultant will be responsible for:

  1. Preparing the methodology for research on the responsible use of AI in the newsrooms: practical implications and ethical questions;
  2. Collecting documentation needed for desk research to assess practical implications on usage of AI in day-to-day work and functioning of media outlets and journalists as well as ethical questions and dilemmas of transparency and accountability;
  3. Designing and executing in-depth interviews and focus groups (at least 2 sessions);
  4. Drafting a report on the responsible use of AI in the newsrooms: practical implications and ethical questions (at least 15 pages);
  5. Providing conclusions on impact of new technology with a view of creating sustainable and independent media functioning and outlining inherited problems (at least one page of relevant conclusions).

 Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in political science, humanities or journalism;
  • Minimum 10 (ten) years of relevant professional experience in the field of media and media policy development, research and implementation, content analysis, impact of new technologies on media and content including in the area of AI, governance, financing and ethics;
  • Knowledge of media systems, with particular accent on the Serbian media system, media and related policies, impact of new technologies on media and content including in the area of AI, governance and ethics;
  • Excellent knowledge of English, including excellent communication and drafting skills;
  • Professional fluency in the Serbian, both oral and written;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed on a Special Service Agreement covering a total period of 5 (five) working months in the period from 15 April 2024 to 14 September 2024, and will be paid a total amount not exceeding 2,500 EUR in total, commensurate to individual qualifications and experience.
