Mission and objectives

The United Nations Development Programme (UNDP) established its presence in Belarus in 1992. For 30 years on the ground, UNDP works closely with the Government of Belarus and other stakeholders to develop new strategies, promote inclusive economic development, and assist in achieving national priorities. UNDP also works with civil society, including non-governmental organizations, academia and media, and with private sector to promote public-private partnerships. UNDP interventions are clustered under the following major areas of development: • Socio Economic • Climate Change, Environment and Energy • SDG and Partnerships

Context

Under direct supervision of the Results-based Management (RBM) and M&E Analyst and overall guidance of the Deputy Resident Representative, UNV will support the Country Office (CO) strategic planning, monitoring, reporting, knowledge management processes, as well as effective implementation of the evaluation policy. UNV will contribute to and assist in ensuring that monitoring and evaluation requirements for the Country Programme and projects are met. UNV will participate in evaluation processes, including ICPE, and ensure a systematic follow-up to the evaluation recommendations. UNV will support programme and project teams in designing effective programme and project M&E systems, monitoring the progress and reporting against the set indicators. UNV will work on strengthening knowledge management (KM) system at the CO and track KM and Learning Strategy implementation. In absence of RBM and M&E Analyst and with a guidance of the Deputy Resident Representative, UNV will act as an alternate focal point for KM, RBM and M&E activities at UNDP Belarus.

Task description

1.Contribute to the CO Strategic Planning and facilitate the Country Programme level Monitoring, Evaluation and Reporting:  Support monitoring and reporting under current UNDP Country Programme Document (CPD), as well as Independent Country Programme Evaluation (ICPE) process;  Support development process of a CPD document for the next programme cycle;  Support and participate in activities of the UNCT M&E group, including UNSDCF monitoring and reporting. 2. Uphold M&E efforts at the CO in line with the corporate requirements:  Support coordination of inputs into the corporate planning, monitoring and reporting tools including but not limited to the Country Scan, Strategy Note, Integrated Work Plan, Results Oriented Analysis Report;  Support drafting process of annual M&E plans and coordinate inputs from programme teams;  Assist in drafting Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participate in selection of consultants and evaluation teams, provide technical feedback on evaluations;  Track and monitor recommendations and key evaluation actions on corporate ERC. 3. Support RBM and M&E Analyst in guiding programme and project teams in establishing effective RBM-based M&E systems:  Support functioning of data management systems to ensure up to date data for programme and projects is reflected on CO platforms (incl. POCOMAS and HEPEC), and on corporate dashboards;  Support programme units in certain thematic activities (e.g. ESG, climate and environment), upon coordination with the supervisor;  Support collection of RBM and M&E best practices in the region and worldwide. 4. Support programme sustainability and communication:  Support identification of measures for project results sustainability, collect information and data for internal and external results reporting including UNDP Belarus annual reports;  Search and suggest application of innovative tools for new project and programme development ideas, resource mobilization and results visualization, including infographics and other visuals;  Collaborate with the communication unit on updates of the UNDP Belarus website in the programme and projects field, including knowledge products. 5. Lead tracking and monitoring of the implementation of UNDP Belarus KM and Learning Strategy 2023-2025 (KMS):  Monitor KMS progress against an established set of indicators;  Prepare first drafts of planned KM-related SOPs (project documents and knowledge products);  Ensure up-to-date knowledge and learning related information is reflected on internal CO platforms;  Collaborate with HR unit in planning and organization of regular internal knowledge sharing events. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

This assignment is funded by the Government of the Russian Federation, therefore specific criteria apply: ∙ Only Russian nationals are eligible to apply. Applicants should have permanent residency in Russian Federation, have completed at least one Master degree or equivalent in a higher state educational institution of the Russian Federation and provide three professional references with at least one from a Russian resident ∙ The Government of the Russian Federation will review the profiles of the shortlisted candidates for final approval.

Required experience

3 years of experience in international, multilateral/bilateral or national organizations; • Theoretical knowledge and practical experience in RBM and M&E (at least 2 years); • Theoretical knowledge of data and knowledge management; • Previous experience as a volunteer and/or experience of another culture (i.e. studies, volunteer work, internship) would be highly regarded.
