Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.


A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.


The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.


Organizational Context:

Under the direct supervision of the Director of the Division of Judicial Services, the Information Management Services Section ensures that the Registry puts in place adequate Information Management services, for the benefit of all organs and activities of the Court. The Information Management Services Section will also provide services to other Registry clients, including external parties relying on the policies and technology of the Court.


Information services consist of:

  • Information management activities which include: developing policies and best practices for the management of (digital) documents, records and archives; library services and knowledge management, whether technology based or not.
  • Information systems support including systems development, administration and integration.
  • Technology services operations support, including end-user services, communications and networking technology, audio-visual technology.
  • Information security activities, including developing policies and best practices, implementing information security standards and managing risk related to information, whether technology based or not.


The Information Management Services Section provides:

  • Advice on best practices addressing the needs of its clients and the Court’s and Registry’s strategic objectives.
  • Integrated solutions (i.e. systems, policies and processes) relying on industry best-practices on all aspects of information services related to capturing, storing, preserving, delivering, securing and managing information and communication.
  • Leadership and dialogue with clients in relation to the innovation, awareness and adoption of new information practices, tools and technology-enabled processes and practices that will improve productivity, effectiveness, information sharing and availability.
  • Strategic input and support for the implementation of a continuous change management process harnessing the use of information and technologies.


Duties and Responsibilities

Under the general guidance of the Head, Systems Development and Administration Unit and under the direct supervision of the Technology and Communications Officer, the incumbent will perform the following duties:


  1. Supervises the Telecommunications team responsible for all technical and organizational aspects of data, voice and video communication, integration, distributed processing, technical standards, carrier tariffs and regulations, management, operation and maintenance of communication equipment.
  2. Assist in overseeing the management and operation of the following infrastructure: LAN, WAN, cloud and data centre networks, video-teleconferencing network, firewall and unified access  services and field office connectivity
  3. Support in the preparation of day-to-day workload schedules and operational workloads according to their defined guidelines and schedules.
  4. Plans the installation of ICT Network infrastructure and coordinates as necessary upgrades, liaises regularly with vendor staff for support and assist in ensuring the physical Network environment is maintained and secure, according to contractual and business requirements.
  5. Support in the identification and advise provided in the need for new Network systems, or modifications to the existing systems and assist in ensuring that the organization’s telecommunications requirements are satisfied with the best cost/benefit ratio possible.
  6. Support in the development of technical specifications/cost proposals for procurement/contractual services in the area of telecommunications and assist with the conduct of the technical evaluation of bids and proposals received. prepares and/or support in ensuring that all operational management reports and information are produced in a timely fashion.
  7. Perform other duties as assigned by the supervisor.


Essential Qualifications


Advanced university degree in Telecommunications, Computer Science or Information Systems or related field. A first-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.



Valid certificates in at least two of the following areas are required:

    • CCNP/CCIE Enterprise, or CCNP/CCIE Data Center, or CCDP/CCDA Design or higher.
    • CCNP/CCIE or higher.
    • CISCO Certified Specialist Security Core or similar, or Fortigate NSE1 or higher
    • Azure Network Engineer – AZ-700



At least 2 years (4 years with a first level degree) of experience in preparing technical scope of works for communications or technology related services, evaluating proposals and managing contracts and vendors.


Experience and certification on formal Project Management framework (PRINCE2 or PMI) will be desirable;

Certification and experience in applying formal IT management framework (ITIL or COBIT) is required;

Demonstrated experience in design, implementation and management of LAN/WAN and Data Center networks with Cisco equipment is required;

Demonstrated experience in design, implementation and management of enterprise VOIP solutions based on with Cisco Unified Communications Manager (CUCM) is required;

Experience in architecting network infrastructure  solutions and drafting high-level design documents.

Demonstrated experience in design, implementation and management of firewall solutions based on CISCO ASA and/or Fortigate is desirable;

Experience with traditional and cloud network architecting (e.g in Microsoft Azure) is desirable

Knowledge of Languages

Proficiency in one of the working languages of the Court (French or English) is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
