ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

This position is based in a Sub Office and reports to the Head of Sub Office

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of Vulnerability, Assessment and Mapping (VAM) projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
  2. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  3. Participate in the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
  4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  5. In consultation with the supervisor, liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  6. Support the capacity building of WFP staff, partners, and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
  7. Provide guidance to partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
  8. Provide guidance to support junior staff, acting as a point of referral and assisting them with analysis and queries.

9.Liaise with other units and partners to contribute to technical discussions (such as Cadre Harmonisé, FSNWG, …etc.), exchange of knowledge/experiences, and areas potential collaboration.

10.Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

11.Other as required.

Working closely with the country office RAM unit:

  1. Act as key senior staff in the sub office, in regards to operations, analysis and fostering relationships with partners at regional and sub-regional level (communities, local authorities, UN agencies, cooperating partners, NGOs)
  2. Oversee all process and output monitoring activities at sub office level, including overseeing third party monitors (TPMs).
  3. Oversee all beneficiary targeting activities at sub office level, and advise the country office RAM team on geographic targeting.
  4. Oversee the Community Feedback Mechanism (CFM) at sub office level, including ensuring complaints are resolved and recorded.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Expérience: one year of relevant postgraduate work experience including data management and analysis activities or 3 years if holding a First degree University.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

  • Knowledge of several statistical tools and methods for food security analysis.
  • Experience in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  • Technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
  • Critical thinking skills.
  • Experience using a variety of quantitative and qualitative analysis tools and methods.
  • Good knowledge of tools used for data collection, processing, analysis, such as ODK, Excel, SPSS, Stata, EPI Info, ARCGIS/QGIS.
  • Analytical, communication and writing skills.
  • Experience in the food security and nutrition analysis of WFP programmes is an asset.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 20.700.000 fcfa to 26.019.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
