INTRODUCTION TO GGGI

PROJECT BACKGROUND

In 2019 GGGI signed a funding agreement with the Swedish Energy Agency (SEA) related to scaling up international carbon trading, as envisaged under Article 6 of the Paris Agreement. This program, called the “Mobilizing Article 6 Trading Structures” (MATS) Program, aims to support carbon transactions under Article 6.2 of the Paris Agreement. Accordingly, the program involves a blend of policy, institutional and capacity development support to host countries, as well as project preparation, analysis and documentation to support underlying emissions reduction projects. The MATS Program launched in early 2020, with activities delivered in Nepal and Cambodia. The program is now scaling up to add activities in further countries, including Cote d’Ivoire. GGGI is seeking a project assistant (the “Consultant”) for MATS program activities in Cote d’Ivoire.

OBJECTIVES OF THE ASSIGNMENT

The role of the Consultant will be to serve as the project interface and operate as a liaison between the Government of Cote d’Ivoire and the GGGI MATS Cote d’Ivoire project team and stakeholders. Working under the overall direction of the Project Lead for the MATS Program, and in close coordination with both the GGGI Cote d’Ivoire Country Office team and the Article 6 focal point within the Government of Cote d’Ivoire, the Consultant will play a key role in ensuring the smooth implementation of project deliverables and providing relevant support to government stakeholders.

Acting as the focal point for the MATS Cote d’Ivoire project team in the Ministry of Environment, activities of the Consultant will include, but are not limited to:

  • Prepare Terms of Reference (ToRs) and letters of invitation for capacity building workshops and events planned under the project
  • Provide coordination and logistical support capacity building workshops with cross-ministerial attendance and external stakeholders as necessary under the direction of the MATS project cooperation
  • Facilitate and coordinate periodic discussions with the Article 6 Technical Working Group and other relevant inter-ministerial committees.
  • Collect relevant documents to facilitate project implementation
  • Support government and stakeholders in the development, review and approval of documents and frameworks necessary for Article 6 engagement
  • Ensure that communications relevant to the MATS project cooperation are shared with relevant national and international stakeholders
  • Continuous assessment and identification of knowledge gaps, barriers or bottlenecks with viable solutions presented
  • Monthly review of the project workplan and tracking of progress providing recommendations
  • Review translation of documents from English to French and vice versa

The Consultant will report to the Project Lead for the MATS Program in the GGGI Country Office in Cote d’Ivoire in close coordination with the Carbon Pricing Unit.

DELIVERABLES AND PAYMENT SCHEDULE
  • Develop and maintain strong working relationships with GGGI Carbon Pricing Unit, GGGI Cote d’Ivoire Country Team and key in-country stakeholders. Ensure all stakeholders are and remain satisfied with GGGI’s service delivery, contributing positively to GGGI’s reputation
  • Support in delivering of activities in the workplan with high quality, within budget and the agreed upon timeline
  • Schedule, plan and facilitate working group meetings with key stakeholders
  • Document the results of each working group meeting and workshop in a summary report
  • Monitor national activities that could have an impact on the MATS Program, including, national strategies and policies, projects under development in the sustainable energy landscape, carbon market and Article 6 initiatives etc.
  • Support the team in the preparation and delivery of capacity building on Article 6 to key stakeholders (government and private)
  • Support identification of Article 6 projects in Cote d’Ivoire, as required
  • Produce monthly project delivery reports

**Payment will be provided monthly. The position is initially for 13 months but may be extended upon satisfactory performance and approval of funding.

EXPERTISE REQUIRED

The description of required expert may be split into following parts:

  • Bachelor’s degree related to economics, finance, policy, sustainability, or climate action, Masters or above preferred
  • 5+ years of professional experience, preferably in close cooperation with government
  • Strong understanding of international carbon markets, including an understanding of Article 6 of the Paris Agreement
  • Understanding of carbon pricing initiatives (REDD+, CDM, others) is an advantage
  • Established network within the Government of Cote d’Ivoire an advantage
  • Experience in day-to-day engagement with Government ministries and agencies. Experience with the Government of Cote d’Ivoire is a strong advantage
  • Experience of requirements and procedures of bilateral donors/organizations or multilateral organizations
  • Experience in organizing and delivering consultations, validation meetings, workshops, and capacity building events
  • Strategic thinker and solutions-oriented, with ability to multitask
  • Ability to review, synthesize information and produce high quality reports
  • Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail
  • Excellent communication, presentation and writing skills

ADMINISTRATIVE INFORMATION
  • Date to close is Korean Standard Time (KST)

  • A government official or civil servant applicant will only be considered for this Consultancy if he or she: (i) is on a leave of absence without pay; (ii) is not being hired for an Assignment that would place the individual in the agency he/she worked for immediately before going on leave; and (iii) his or her engagement would not create a conflict of interest, as determined by GGGI in its sole discretion.
