JOB PURPOSE

WFP is seeking qualified candidates to join Pakistan Supply Chain team (SC) to lead the implementation of Logistics strategies in Pakistan Country Officer. The incumbent will also support Afghanistan operation extensively, as Pakistan serves as a key corridor supporting approximately 30% of food commodity supplies into Afghanistan. Efficient and effective management of Pakistan corridor therefore is critical to ensure the provision of needed humanitarian assistance for the people in Afghanistan.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.
2. Align service or country strategy, policies, and programs, to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
3. Analyze country context and lead the design and management of end-to-end operational supply chain networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
4. Design, plan, and manage implementation of core supply chain operations, new initiatives, and large-scale services to ensure timely, cost-effective, and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
5. Drive continuous improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia, and private sector.
6. Lead supply chain planning and oversee and coordinate periodic planning across functions and with partners to develop consensus on supply chain operational plans. Coordinate implementation of agreed plans in close cooperation with key supply chain stakeholders.
7. Plan, monitor and manage resources to maximize effectiveness of Country’s supply chain operations, especially to improve Pakistan’s Corridor capacity and efficiency in coordination also with Afghanistan CO, RB, HQ and GCMF.
8. Foster productive partnerships with key stakeholders amongst government and other national organizations, UN agencies, NGOs, and private sector to share knowledge and resources and build capacity, resulting in coordinated and cost-effective supply chain operations.
9. Lead market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.
10. Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures, and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

ADDITIONAL JOB RESPONSIBILITIES

11. Constantly review the performance of supply chain operations to ensure that appropriate internal controls are in place.
12. Lead in full review of transporters, logistics service providers capacities and performance to optimize operation for all modalities, and coordinate management of service providers/vendors, port and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest as required.
13. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
14. Lead, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
15. Contribute to preparedness and emergency response, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, Government and other partners to quickly respond and deploy food and resources at the onset of the crisis.
16. Lead in developing of monitoring dashboards with DOTS for Pakistan operations and lead the team for the implementation and use of corporate data-analytics tools.
17. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
18. Any other related duties and responsibilities as assigned.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCES

Education: Master’s degree preferably in Supply Chain Management, Project Management, Economics, Business Administration, Legal, Logistics, Engineering or other related field, or bachelor’s degree with additional years of related work experience and/or training/courses.

Experience: Minimum 8 years of relevant professional/managerial level experience in implementing complex operational supply chain processes and making strategies including customs, port operations, freight forwarding, and transport contracting.

Knowledge & Skills:

• Excellent analytical and technical skills in Supply Chain.
• Excellent communication, presentation and interpersonal skills and understanding of Supply Chain principles and their application to respond to and resolve a range of complex queries.
• Experience in managing an area of (or related to) supply chain operations including coordination with internal and external stakeholders.
• Experience in implementing complex operational supply chain strategies in a country.
• Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations.
• Extensive experience in freight forwarding, logistics, port operations and/or another related field in the private sector transport industry.
• Experience identifying supply chain operational risks and maintaining documentation on emergency preparedness.
• Experience in implementing approved corrective actions to improve performance and monitoring progress.
• Experience supervising staff.
• Can do attitude, problem solver and knows how to navigate in large matrix organizations.
• Innovative mindset and ability to lead change.
• Strong client service orientation.

Languages: Proficiency in both oral and written communication skills in English and additional local language a plus.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Head of Supply Chain in Pakistan, the Supply Chain Officer shall oversee the logistics operation for both Pakistan operation and corridor coordination and liaison to ensure the smooth running of the key corridor from Pakistan to Afghanistan, but also acting as Head of Logistics and Deputy Head of Supply Chain in driving strategic initiatives of Pakistan Country Office including Country Capacity Strengthening activities.
