Job Description
Procurement and Supply Chain Manager

Position Description

 

Reporting to: Head of Group Risk and Operations Work location: Melbourne (or alternate capital city)
Department: Group Risk and Operations Budget holder: Yes

Role Purpose

Save the Children Australia has a programming portfolio of approximately 140m AUD across Australia, the Pacific and more than 15 countries worldwide – it is therefore vital that we have the right procurement and supply chain approach to deliver these services for children on time, on budget, and in accordance with donor regulations. The Procurement and Supply Chain Manager reports to the Head of Group Risk and Operations. You will be part of a small but dynamic team working to build and mature purchasing and supply chain governance, practices and management for the group.

 

Leading from the front, the role will be a solution-oriented partner with keen commercial nous and an ability to foster strategic partnerships for impact and value. Bringing modern ways of working, the role will foster a cross-functional approach to problems and solutions and improve purchasing efficiency, compliance and outcomes.

Key Areas of Accountability

Strategy and Governance

· Develop and implement strategies to improve the overall efficiency and effectiveness of Procurement

· Develop, maintain, and ensure compliance with Procurement policies and procedures

· Ensure Procurement policies and procedures are efficient, effective and comply with relevant legislation and major funder contractual obligations, including key controls

 

Supplier Selection and Management

· Using purchasing data and demand insights, support program teams to establish accurate procurement plans, and establish appropriate preferred supplier arrangements for high value, high impact spend categories

· Establish pricing and performance standards through contracts with suppliers

· Lead tenders including understanding all business requirements, managing the process and facilitating final contracting

· Partner with our Finance team to develop and implement repeatable spend analytics and procurement KPIs

· Negotiate commercial terms and execute agreements

· Identify and lead purchasing-based cost reduction strategies across the organisation

· Develop and implement consistent procurement processes across Australia and the Pacific

· Drive emissions reductions through the development and effective management of Net Zero strategy

· Ability to review, reengineer and optimise procurement and supplier management processes

 

Major Contract Management

· Establish, foster and manage relationships with SCA strategic and key suppliers

· On-going review of current supplier agreements and identify opportunities for improved delivery and/or cost effectiveness

 

Leadership Requirements

· Develop and lead a strong community of practice that improves commercial outcomes, effective and efficient purchasing and purchasing compliance

· Advise leaders and make decisions with imperfect data and information

· Act as an advocate for SCA and leverage sector networks to improve capability within SCA and the wider for purpose sector

· Innovative and creative approach to operational and strategic challenges

· Partner across the organisation to prioritise efforts to improve commercial and program outcomes

· Lead by example on aspects of team health, safety and well being

· Champion a child safe environment at the workplace and safeguard children’s rights, acting in the best interests of children at all times

Person Specification

Essential knowledge or experience

· Extensive experience in procurement, purchasing, supply chain management and vendor relationship management, including off-shore sourcing and logistics

· Data driven: ability to interrogate spend and identify and exploit commercial opportunities

· Exceptional commercial acumen

· Strong problem solving skills

· Excellent written and verbal communication skills

·Well-developed Influencing and negotiation skills

· Ability to develop and leverage third party relationships to deliver commercial opportunities

· Strong collaboration: ability to work with people from different business units and locations to achieve common goals

· Ability to work autonomously and prioritise based on fastest path to value

 

Desirable knowledge or experience

· Knowledge and experience in project management or similar

· Process engineering skills

· Experience with first nations and/or Pacific country purchasing

 

 

Required qualifications and/or accreditations

· Relevant tertiary qualifications in a related business discipline
