Mission and objectives

UN system is in the second year of implementation of the UN Sustainable Development Co-operation Framework (UNSDCF) for 2021-2025 which is aligned to the National Development Plan and Sustainable Development Goals (SDGs). The UN General Assembly Resolution 72/279 on the repositioning of the UN Development System, positions UNSDCF as the single most important UN country planning instrument in support of the 2030 Agenda. Based in the UN Resident Coordinator’s Office in Eswatini, the role of the Economic Analyst will be to sup-port in providing evidence-based economic policy analysis and advice to support the implementation and achievement of SDGs in Eswatini.

Context

The Special Assistant supports the RC in discharging her substantive leadership, coordination and coherence functions as regards the UN system ; assists the RC with analysis, synthesizing of information and partner engagement (internal and external) and works in close collaboration with the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader, the RCO Team, UN Agencies – resident and non-resident, and UN Development system staff in Mbabane and at Headquarters, in gathering information and resolving complex UN coordination and programme related issues and information sharing.

Task description

Under the overall leadership and guidance of the UN Resident Coordinator (RC) for Eswatini and supervision of the RCO Head of Office; the UNV is expected to support the following activities: • Support planning of the RC’s schedule and missions and prepare written summaries and ensure follow-up actions, as appropriate; • Support with drafting of talking points for RC events, meetings, workshops, and other similar engagements; • Accompany the RC and take notes and minutes from such engagements; • Support the review and management of information received by the RC and support identifying priority matters that need to be urgently addressed; • Coordinate and facilitate support for high-level missions and special events in close collaboration with the Head of RCO and concerned UN agencies and/or national authorities; • Support the RCO Team in developing policy papers, conducting research and analyses and in preparing analytical briefs in support of UNCT’s strategic priorities and workplans; • Participate and support the development of concept notes, project documents, joint workplans and the development of inter-agency joint work plans for the UN SDCF and provide lead secretariat support for steering committee meetings and support towards the governance elements of the UN SDCF; • Participate and support data collection and reporting to inform progress on the UNSDCF, The Business Operations Strategy (BOS 2.0) and the overall UN Eswatini efficiency agenda; • Support the RCO to proactively preparing for and respond to ad hoc reporting/information requests related to the work of the UN in Eritrea from HQ, government, donors, etc., through strategic data collection, analysis, and synthesis; and • Perform any other assigned duties.

Living conditions and remarks

Mbabane is a small sized city with a population of approximately 100,000 people. It has reasonable shopping facilities for the size and economy of the country. Entertainment facilities though limited are available around Mbabane, Ezulwini and Manzini. Housing options are limited but most UNVs have been able to find suitable accommodation within a short period of the arrival.
