The Portfolio Manager – Early Childhood Development and Sexual & Reproductive Health and Rights (ECD & SRHR) will provide strategic leadership and technical oversight in developing and delivering quality ECD and SRHR programs throughout Plan International Pilipinas’ operational areas. The post holder ensures program work is deployed within the standards of the profession, the highest program quality, best practice, and evidence-based thinking, maximizing lessons as part of continuous learning to improve program quality and impact.

Further, as the Portfolio Manager – Early Childhood Development and Sexual & Reproductive Health and Rights (ECD & SRHR):

 

  • You will manage the ECD and SRHR programs at the country level, leading the ECD and SRHR programs’ strategic planning, developing annual and long-term plans following the country strategy, and providing technical oversight to the implementation of the same, across program units and operational areas.
  • You will lead and inform the design of quality, gender-transformative ECD and SRHR proposals to meet the country’s program ambition for the ECD and SRHR portfolio.
  • You will lead the design and conduct of grant project initiation workshops for newly approved grants in coordination with the Grants and Business Development Unit.
  • You will provide regular timely and quality technical support to ensure program quality and effectiveness for the ECD and SRHR portfolio across program areas.
  • You will represent Plan International Pilipinas Foundation Inc. and its program vision to relevant external stakeholders.
  • Plan International Pilipinas Foundation Inc. is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities.

 

DO YOU HAVE WHAT IT TAKES?

 

To be successful in the role you will need among other things:

 

  • Master’s degree and at least 5-7 years in the development sector, or demonstrated equivalent combination.
  • Preferably a subject specialist on Early Childhood Development and Sexual & Reproductive Health and Rights.
  • Experience in developing programs and monitoring plans and budgets.
  • Ability to show sound analytical and problem-solving capability.
  • Ability to influence others’ behavior through effective relationship building.
  • Membership and affiliation within professional circles of Early Childhood Development and Sexual & Reproductive Health and Rights.
  • A proven track record in project management, managing remote locations, and managing community partners and volunteers.
  • Flexible, has a good command of both oral and written English and good human relations.
  • This role will require fieldwork. Applicant must be open and able to conduct fieldwork in areas covered by Plan International Pilipinas.
  • Applicants must be based in the Philippines and a Filipino national.

Location: Makati City (with frequent travel to the various program areas)

Type of Role: Fixed-term (three years)
