Qualifications

Purpose of consultancy

To provide strategic planning guidance to Ministries of Health and WHO Country Offices in developing plans and proposals for sustainable financing for health emergency and pandemic prevention, preparedness and response.

Background

The Strategic Planning and Partnerships (SPP) team housed within the Executive Director’s Office of the WHO Health Emergencies Programme (WHE) provides overall leadership and coherence for strategic planning, performance and partnerships across the WHE Programme, ensuring harmonized and coherent strategic planning, implementation, monitoring and evaluation.

The unit is building a roster of international consultants to perform variety of functions, at different levels and in different countries.

Deliverables

To contribute to the development of country plans and proposals for sustainable financing for health emergency and pandemic prevention, preparedness and response.

  • Deliverable 1: Collect and analyze information from countries in collaboration with WHO Country Offices to gather documentation and develop national plans centered on sustainable financing approaches for health emergencies and proposals for various funding sources.
  • Deliverable 2: Collaborate with WHO Country Offices to promote integrated approaches and cross-programme collaboration throughout the entire planning cycle and financing efforts.
  • Deliverable 3: Provide technical expertise in the areas of mapping and implementation of programmes to strengthen health emergencies prevention, preparedness and response and analyze results to inform planning decisions.
  • Deliverable 4: Collaborate with WHO Country Offices and Regional Office to establish a multi-sectoral mechanism for the effective engagement in sustainable financing efforts.
  • Deliverable 5: Synthesize the monitoring, evaluation, analysis, and reporting on the implementation of funding initiatives.
  • Deliverable 8: Formulate the advocacy and capacity-building programme or initiatives of the WHO Country Office on all processes and tools for managing results.
  • Deliverable 9: Contribute to the resource mobilization activities.
  • Deliverable 10: Prepare related elements for briefings, proposals, reports, communications, and advocacy documents required for strategic decision-making.
  • Deliverable 11: Provide technical expertise in the foundation of the overall results-based management of the WHO Country Office.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • For band level B: First university degree in a relevant field (such as public health, social science, development studies, public administration, management, finance).
  • For band level C:  Advanced degree in a relevant field (such as public health, social science, development studies, public administration, management, finance).

Desirable:

  •  An accredited academic course, training and/or certification in programme planning or development implementation or monitoring and evaluation.

Experience

Essential:

  • Band level B:
    • 5 to 10 years of relevant professional experience in national planning/programme design, planning, implementation, monitoring and evaluation.
    •  Experience in coordination and engagement with diverse stakeholders and national/international organizations.
  • Band level C:
    • Over 10 years of relevant professional experience in national planning/programme design, planning, implementation, monitoring and evaluation.
    • Experience in coordination and engagement with diverse stakeholders and national/international organizations.

Skills:

  • Excellent report writing.
  • Ability working in culturally distinct environments.
  • Excellent communication skills.
  • Organizational skills for developing monitoring and evaluation frameworks.
  • Excellent analytical skills.

Languages required:

Essential:

  • Excellent knowledge of English.

Desirable:

  • Intermediate knowledge of an additional UN official language.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month / USD 350 – 499 per day.
Band level C – USD 10,000 – 12,500 per month / USD 500 – 625 per day.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

Contract duration varies from 1 to 11 months.
