JOB DESCRIPTION

Organizational Setting

The main aim of FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture, and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.

The One Health and Livestock Production (OHLP) team in Cambodia is dedicated to working with the government in preventing and controlling emerging infectious and zoonotic diseases by working closely with national stakeholders in the animal production and health sector. The tasks envisaged for this position are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing several projects in various countries in Asia and the Pacific region.

 

Reporting Lines

The Technical Specialist (Animal Health) reports to the Technical Advisor (Animal Health).

 

Technical Focus 

Field project implementation and technical expertise on animal health, epidemiology, or veterinary sciences.

 

Tasks and responsibilities

•    Serve as a key contact person and overall coordinator for the “Strengthening animal health systems for biological threat reduction in Southeast Asia” project under One Health and Livestock Production Thematic, ensuring timely delivery according to the Work Plan and providing overview of activities planned in the following 3 months.
•    Support organization of national/sub-national level trainings, workshops and meetings related to the project, including facilitating dialogue between FAO, central and local authorities, and the private sector.
•    Monitor the progress of activities in collaboration with M&E staff, collect and summarize data according to templates developed in collaboration with FAO-RAP and FAO country team.
•    Provide technical inputs for reviewing materials, such as training materials, guidelines, information, education, and communication (IEC) materials, social media etc., ensuring country context.
•    Coordinate and collaborate with partners and relevant stakeholders in the country to ensure harmonious efforts for project implementation, ensuring complementarity with all other OHLP projects.
•    Coordinate the country’s participation for relevant regional epidemiology network activities.
•    Contribute to regular update and reporting on Cambodia’s animal health situation and related control measures.
•    Prepare quarterly technical project reports, working closely with other team members in both country office and RAP to compile and disseminate necessary information.
•    Support regional partners in reviewing village animal health workers (VAHWs) service provision and networks in Cambodia by engaging with all relevant stakeholders, and facilitate the identification, collection and analysis of relevant documentation and information.
•    Submit monthly progress reports outlining the key activities undertaken, problems and challenges, conclusions, and recommendations.
•    Perform other related duties as required.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    University degree in veterinary science/medicine, agriculture economics, or other related field of FAO work from a recognized university.
•    More than 10 years of relevant practical field experience in the management and implementation of infectious disease control programmes, agri-policy development and / or rural development.
•    Working knowledge (Level C) of English is required.
•    National of the country of assignment

Technical Skills: 

•    Extent and relevance of experience in planning, coordination, and organization of national activities to support disease control strategies
•    Extent and relevance of professional experience in project and/or programme formulation and implementation
•    Excellent technical report preparation skills
•    Extent and relevance of experience in liaison with partners and institutions in both formal and informal contexts
•    Work experience with FAO, other UN agencies and with other International Organizations would be an asset.
•    Computer literacy with spreadsheets, databases, data and analytical information management, Microsoft
•    Excellent oral and written communication skills
•    Demonstrated ability to work as manager of international projects in the country
