About this position:

The Suriname Country Office of the IDB is looking for an Operations Analyst to provide technical and project administrative support to the assigned sectors and areas of dialogue with the client, preparation of new projects, and implementation of existing projects. You will work as part of the Operations Team which has the main responsibility for the management of loan and TC portfolio of the country office.

What you’ll do:

  • The main functions of Operations Analyst are as mentioned, but not limited to the activities below:
  • Operations Design – Assist and provide comments to supervisor on technical documents related to sector studies. Assist the project teams in the design of new Technical Cooperation and Loan operations. Assist project teams in preparing institutional, risk analysis and sector diagnostics. Support the project teams in following up on fulfillment of conditions. Collaborate and organize project team mission’s agendas, meetings, surveys, elaborating terms of references for studies and contracting of consulting services. Collaborate, review and provide suggestions for project design.
  • Supervision and Evaluation – Assist the Sector Specialist and Project Execution Units in the consistent application of the Supervision System and administrative tools: Multi Annual Execution Plans, Annual Operating Plan, Procurement Plans, Risk Analysis, system integration. Assist in the monitoring of projects in execution notifying supervisor of deviations and past due dates. Monitor and Update Portfolio Issues and Action plan. Participate in field inspections to review projects implementation, register information in the relevant management information system and follow-up on agreed actions. Participate in semi-annual Portfolio Review Meetings.
  • Contractual Clauses – Manage and review documentation on contractual conditions ensuring their fulfillment. Maintain contractual clauses in the Convergence system in corresponding systems, ensuring accuracy and completeness of data. Process documentation or relevant actions accordingly.
  • Procurement – Support the sector specialists and consult with the PDP specialists with respect to the Bank’s review of the Borrower’s procurement procedures. Review ex-ante and ex-post documentation generated by the Executing Agencies related to acquisition processes of works, goods, consulting and services to assure they are complying with the applicable procurement policies. Verifies the inclusion of expenses in the procurement plans and in the POAs.
  • Disbursement – Assist Specialists in the review of the documentation submitted, validating eligibility and soundness of expenses. Review disbursement requests to ensure completeness of documentation submitted, verify that expenses are consistent with established conditions and agreement specifications.
  • Project Completion- Support in the review of the final evaluation report, Monitor the implementation of audit recommendations and review of Audited Financial Statements, Coordinate the collection of information for the preparation the Project Closure Report (PCR), Participate in the project closure workshop.

What you’ll need:

  • Education:Bachelor-level studies in Economics, Business Administration, or other related fields: Agriculture, Civil Engineering, Education
  • Experience:Minimum of three years’ work experience in a related field
  • Languages: Proficiency in English.

Requirements:

  • Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries with residency or legal permit to work in Suriname.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

  • Type of contract: National Consultant Full-Time.
  • Length of contract: 12 months, extendable up to 24 months.
  • Work Location: On site.
  • Responsible person: Steven Collins, Chief of Operations.
