Description

Secretary General

Purpose of the job:

Responsible for the delivery of high-quality corporate services across the Bank ensuring operational excellence, effective resource management and the development of an enabling environment that supports business innovation. As a member of the Bank’s Executive Committee contributes to the general management of the Bank.

Principal accountabilities:

  • Leads the General Secretariat, overseeing the delivery of corporate services including Finance; Human Resources; Information Technology Services; Corporate Security (physical and cyber), Information Management & Governance, Real Estate and Facility Management, and Meeting Services. Ensures alignment of services with the strategic direction of the Bank, ongoing business development and the evolution of industry standards and practices.
  • Key member of the Bank’s senior management team, contributing to Bank-wide strategy-setting and decision-making in the Executive Committee.
  • Formulates, for the decision of the General Manager and the Board of Directors, the Bank’s strategy, and policies regarding the provision of corporate services and has a leading role in defining the strategic direction of the BIS in key areas such as HR and technology. Ensures the effective implementation of relevant polices within the Bank.
  • Drives major strategic initiatives and provides leadership for Bank-wide change programmes
  • Oversees the planning and coordination of the Bank’s budget to ensure the effective allocation of the Bank’s resources. Spearheads cost optimisation efforts and promotes cost-conscious culture.
  • Represents the Bank vis-à-vis central banks, government authorities and other international institutions.
  • Manages, leads and motivates the Department’s staff (approx. 200 staff)

Qualifications:

  • Advanced academic degree
  • Close familiarity with the functions, activities, and corporate services of the BIS
  • Proven experience in organisation-wide change

Skills:

  • Strong managerial and leadership skills, experience of managing diverse teams and functions
  • Proven strategic leadership
  • Outstanding interpersonal and communication skills
  • Highly developed planning and organisational capabilities
  • Excellent English drafting

Work experience:

  • At least 10 years’ experience in a visible and senior executive position, with a strong preference for this experience having been gained within a central bank or relevant international financial institution.
