JOB DESCRIPTION

Background:

 

This is a temporary position with the contract duration of 5 months. 

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of her mandate and specific tasks given to her by the OSCE participating States. This includes primarily assisting the Secretary General in her activities, serving as a focal point for liaison and support to the Chairperson-in-Office, and co-ordinating tasks across the Secretariat. It groups horizontal services such as Executive Management, Communications and Media Relations, Legal Services, External Co-operation, Security Management, Gender Issues, Conference and Language Services, Central Records Management, and oversees the OSCE Documentation Centre in Prague (DCiP). The OSG ensures effective co-ordination of policy advice provided to the Secretary General and the Chairpersonship, and management decisions taken by the Secretary General.

 

 

The Communication and Media Relations Section (COMMS) supports and advises the Secretary General and the OSCE Chairmanship on media and public relations activities and informs the public about the work of the OSCE. COMMS also serves as the focal point for internal communications activities at the OSCE Secretariat, and coordinates the development of the OSCE intranet platform (running on Microsoft Sharepoint and internally known as “Jarvis”) with the Information and Communication Technologies section (ICTS) of the Department of Management and Finance (DMF).

 

 

In the context of the development of the Intranet platform, COMMS and ICTS have launched a project to improve the information architecture and user experience of the Jarvis web portal (Jarvis User Experience Improvement, or JUXI).

 

Tasks and Responsibilities:

 

Under the overall supervision of the Internal Communications Officer and in close co-ordination with the Jarvis/JUXI project team, the successful candidate will be tasked with the following duties:

 

1. Supporting the content mapping process:

  • Identifying what type of content shall be transferred from the current intranet to the revamped intranet;
  • Identifying what type of new information shall be developed for the revamped intranet.

2. Managing information on the Jarvis portal web pages:

  • Drafting and editing pages in coordination or on behalf of OSCE Secretariat departments;
  • Assisting to structure how the information on the revamped intranet should be organized to meet the needs of users and information owners best;
  • Working in close cooperation with the team of developers supporting Jarvis for coordinating major information architecture changes.

3. Assisting with the management of project stakeholders:

  • Liaising with Focal Points in OSCE Secretariat departments assigned to work in the Jarvis/JUXI project on a frequent basis;
  • Attending regular meetings with OSCE Secretariat departments;
  • Together with Focal Points from the OSCE Secretariat, identifying what type of information they will share on Jarvis and how they will maintain and manage the information.

4. Developing and maintaining documentation on information management for the Jarvis web portal:

  • Identifying the most common actions that department Focal Points shall be able to execute on their own – e.g.: editing a page on the Jarvis web portal, publish an announcement;
  • Producing and maintaining the actual documentation in the form of instructional ‘how-to’ pages and/or recorded videos (screencasts).

5. Contributing to capacity building:

  • Training department Focal Points so they become autonomous for the most common actions they need to execute on their own to maintain the information published by their department on the Jarvis web portal.

6. Acting as a first level point of contact for departments’ Focal Points for questions related to the management of departments’ information on the Jarvis web portal;

7. Assisting the Internal Communications Officer with project planning;

8. Performing other related duties as required.

Necessary Qualifications:

 

  • Completed secondary education;
  • A minimum of two years of relevant work experience in communications, information management or web development; first-level university degree in a related field or equivalent professional experience would be an asset;
  • Good understanding of web technologies and experience with at least one content management system;
  • Proficiency and experience in editing and writing;
  • Excellent communication skills;
  • Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE working languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

 

Monthly remuneration, subject to social security deduction, is approximately EUR 3,290. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
