JOB DESCRIPTION

 

The European Investment Fund (EIF) is seeking to recruit for its Strategy Office Department (SO) – Project and Digitalisation Coordination Division at its headquarters in Luxembourg, a (Senior) Officer – Project Management (depending on experience)*. This is a full-time position (travel not required) at grade 4/5 for which the EIF offers a permanent contract.

This is a generic campaign in the view of addressing both current vacancies and to a create reserve list for future vacancies. Retention of the reserve list will be for a maximum period of 18 months.

EIF Purpose:

The European Investment Fund (“EIF” or the “Fund”) is Europe’s largest asset manager combining a policy mission and return objectives, with presently EUR 128 billion assets under management, funded by EIF’s own resources and by third party mandates from different funding sources: the European Investment Bank (“EIB”), the European Union (“EU”) represented by European Commission (“EC”), Member States (“MS”), and private institutional investors.

EIF is currently undergoing a digital transformation being delivered together with the European Investment Bank in the form of an EIB Group Digital Transformation Programme (DTP). The Project & Digitalization Coordination Division, in which the (Senior) Project Manager(s) will work, is the central hub within EIF for the implementation of this programme, with the purpose to:

  • coordinate the EIB Group DTP for the EIF and to support the implementation of modern applications and solutions throughout the EIF;
  • identify opportunities for technological advancements and to foster the emergence of new ideas on how to optimise operations and make them as lean and automatised as possible; and
  • support different teams in conducting comprehensive assessments of their processes, offering expertise on refinement strategies for enhanced efficiency and effectiveness.

The responsibilities of the Project Manager(s) will therefore comprise of the coordination and oversight of EIF and EIBG project activities, including those under the EIB Group DTP, as well as the management of project dependencies, delivery, budget, reporting etc. Moreover, the Project Manager should be equipped to represent / challenge / federate / prioritise business needs and should therefore also have a sound understanding of EIF and EIBG business objectives and practices.

Operating network:

EIB staff at all levels, including EIBG Digital Transformation Office and governance bodies, as well as a broad range of external contacts such as services providers / consultants / vendors and other innovation partners.

Successful candidates will initially be actively involved, for a period of 6 months, on activities encompassing all three units of the Division i.e. Project Management, Process Optimization, and Innovation. After such initial period of 6 months, candidates will be allocated to one of the units. The division collaborates with various stakeholders, including project managers, business experts, architects, change management officers, and other internal contacts from operational business teams.

Responsibilities:

This is a generic campaign for Project Management professionals to join the EIF’s Project & Digitalization Coordination Division. Depending on prior experience and seniority, the selected candidate is expected to perform any of the activities listed below:

  • Centralise, review and align EIF’s project portfolio with EIF’s business priorities.
  • Establish and implement detailed monitoring tools and practices, following Project Management best practice, in order to ensure robust project and portfolio management and delivery, budgetary control and project oversight e.g.
    • Establishing key success factors for the project and monitor them.
    • Monitoring and controlling budget, scope and timeline at project and portfolio level.
    • Tracking inter-dependencies between different projects, implementing agreed priorities and maximising outcomes under agreed KPIs.
    • Identifying and following up on risks and issues across projects and ensure remediation when needed.
    • Ensuring each project is properly documented in line with applicable methodologies, in order to report progress and status at portfolio level.
  • Facilitate collaboration across project teams by mobilising, coordinating and “animating” business teams from across the organisation in case of transversal projects, ensuring efficient communication and understanding of needs.
  • Coordinate procurement process for relevant initiatives / consultancy support and run relevant procurement processes (get internal clearance, draft terms of reference with requirements, budget follow up, selection of service provider and contact signature).
  • Monitor and supervise the work of external consultants when applicable.
  • Prepare and coordinate relevant reporting to governance bodies, to top management and support consolidation at Group level.
  • Facilitate smooth coordination with EIB and promote a coherent Group approach, maximising synergies, reducing costs and controlling dependencies.
  • Contribute to ongoing projects and programmes (delivery activities, presentation materials, drive action follow-up as and when needed, manage EIF needs vis-a-vis EIBG); in particular, but not limited to, the following key activities currently under the responsibility of the relevant Units within the Division:
    • Project Management: support and manage, from an EIF perspective, the delivery of EIBG Digitalisation programme and its underlying projects, based on assigned roles & responsibilities. This will include a complete modernisation of the IT systems and tools supporting the daily operations of EIF.
    • Process Optimisation: supporting the transition of EIF to a digital and data driven institution, with a clear focus on optimizing institutional processes as well as the identifying and delivering short-term support tools addressing teams’ immediate needs.
    • Group Innovation: the EIF Innovation Team aims to foster a culture of collaboration and continuous improvement via the development of Innovation activities. This includes fostering innovation and innovative ideas within EIF, conducting innovation market watch, building the ecosystem with potential innovation partners, and executing the Group Data Strategy, which entails ensuring that the technical, organizational, and business prerequisites are in place to facilitate the implementation of use cases leveraging on innovative technologies (e.g. AI, RPA etc.).

Qualifications:

  • MSc/MA Diploma in business administration, engineering, computer science, economics or a relevant field.
  • At least three (3) years of relevant post-graduation professional experience and no more than five (5) years, in relation to portfolio, programme, project management and delivery, and/or process management and optimisation, ideally within the financial sector.
  • Good knowledge of performance, reporting and quality management.
  • Working knowledge of programme/project management software(s) (Basecamp, MS Project etc.) is a strong advantage.
  • Good understanding of Lean-Agile Leadership, Lean Portfolio Management, Agile Product Delivery.
  • Any – or combination – of the following would be considered a considerable advantage:
    • Project Management certifications (PM2, PMI, PRINCE2) and/or any Agile certifications (Lean, SAFe, Scrum) are considered a strong advantage.
    • Direct knowledge of / involvement in digitalization and business transformation programmes.
    • Experience related to innovation or data management/with new technologies/using and manipulating data.
    • Exposure and interest in new technologies.
    • Ability to experiment new tools/technologies to assess the potential benefits for EIF.
  • Excellent knowledge of MS Office Package.
  • Excellent knowledge of English, both written and spoken. Knowledge of other EU languages would be an advantage.
