Background
UNICEF jointly with UNFPA and WHO and through technical assistance and facilitating policy dialogue supported the Government in initiating the development of the Health Strategy-2030, prioritizing primary healthcare and enhancing reproductive, maternal, neonatal, child, and adolescent health services.

In the frame of the initiative – 227 perinatal centers will be equipped with maternal and neonatal care equipment and devices, to build the capacity of healthcare providers to improve services and make a valuable input in the reduction of maternal and neonatal deaths in the country by timely addressing health issues of pregnant women and infants.

To create demand for the medical services that are vital for future mothers and pregnant women, UNICEF is planning to support MOH in building the capacity of the national core team of master trainers in the integration of Interpersonal Communication skills (IPC) into the training module for strengthening the capacity of medical brigades across the country to effectively communicate with the target  audience (women of fertile age, pregnant women and young mothers) to build trust of the targeted population in perinatal services provided by perinatal centers and primary health care facilities across the country.

To strengthen support in this process, UNICEF is looking for an international expert to assist in the adaptation of the training module in line with international standards and best practices on IPC in perinatal care and facilitate the sessions during the TOTs at the national level.

Scope of Work:
Under the overall guidance of the Communication Chief and daily collaboration with the Social and Behavior Change officers, an international consultant will:

  • Review and adapt the content of the IPC module for the TOTs with a focus on perinatal care in Uzbekistan.
  • Provide training for master trainers in April 2024 (TOTs) for around 50 specialists.
  • To adjust materials for cascade trainings in line with the results of Qualitative research.
  • Develop tools for monitoring and mentoring the trained tutors to implement the subject into practice

Work Assignments – Deliverables/Outputs – Timeline

1. Workplan development: Review and adapt 3 day module on UPC with focus on perinatal care – Package of materials including handouts for participants in English ready and approved – April 2024

2. Facilitation of the TOTs for 50 master trainers – TOTs conducted. The report provided – April- May 2024.

3. Adjustment of the module for cascade trainings in line with results of the Qualitative research – Package of materials including handouts for participants in English ready and approved – May – June 2024

4. Development of tools for monitoring and mentoring the trained tutors to implement the subject into practice – Tools for monitoring are developed and mentoring the trained tutors to implement the subject into practice conducted – May-December 2024

Number of working days: 30

Travel International: It is planned that the consultant will have 2 trips to Uzbekistan for a minimum of 5 working days each.

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To qualify as an advocate for every child you will have…

  • Advanced university degree (post-graduation, Masters or PhD) in social studies, health communication, or another relevant field.
  • Minimum of 5 years of relevant experience in adaptation, integration and conducting trainings on IPC/ BCC for pre- and in-service training of health workers.
  • Work experience with UN agencies/UNICEF is an asset.
  • Work experience in the Central Asia or in Uzbekistan with focus on RNMCH is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
