Duration: One (1) Year

The position is based in Gambia and reports to Vulnerability Analysis & Mapping (VAM) Officer. The Country Strategic Plan 2024-2028 is based on the strategic orientations of the Gambia’s National Development Plan 2023-2027 and the United Nations Sustainable Development Cooperation Framework for 2024-2028. The CSP envisages a continuation of WFP’s support for shock response, human capital development, climate resilience and technical assistance, mainly to strengthen the national social protection system. WFP will leverage the successful and long-lasting partnerships with the Government and other national and international stakeholders to achieve four strategic outcomes:

  • Crisis-affected populations in the Gambia, including those affected by seasonal shocks, can meet their basic food and nutrition requirements during and in the aftermath of shocks.
  • Children, PBW/G, vulnerable populations, and people at risk of malnutrition in the Gambia benefit from better access to healthy diets and essential services to improve their health, nutritional, and educational status by 2028.
  • Communities whose livelihoods are at risk in the Gambia, including smallholder farmers and other nutrition-sensitive value-chain actors, have improved livelihood and increased resilience to climate change and other socio-economic shocks by 2028.
  • National systems, institutions, and actors have strengthened capacities to achieve zero hunger, tackle vulnerability and boost the human capital of The Gambia by 2028.

 

JOB PRUPOSE

 

To strengthen the technical capacity of WFP and its partners in the monitoring of Country Strategic Plan and report on progress made, then support evidence generation that demonstrate how WFP is achieving results in lives and living conditions of vulnerable targeted people. Within the new United Nations Sustainable Development Cooperation Framework (UNSDCF 2024 – 2028), the World Food Programme in the Gambia CO is also playing a key role. This includes Leadership of the Monitoring and Evaluation Interagency working Group, and the Result Group 1 on Green, Resilient and Inclusive Livelihoods.

 

This will ensure that Country and Field Offices have greater capacity to support Cooperating Partners (CP) in the monitoring and analytical reporting of WFP interventions on the Field and to increase Country Office support on the Monitoring and Evaluation of the UNSDCF, including reporting in to UNINFO.

 

 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

 

ACCOUNTABILITIES:

 

  1. Support the Unit in reporting and assessing performance by systematically cross-checking information and data from Cooperating Partners (CP) and Third-Party Monitoring (TPM) with both original and external sources of information.
  2. Track the M&E indicators at output and outcome levels into the databases, and support Field Offices process monitoring including Third Party Monitoring (TPM).
  3. Support the identification and assessment of operational weaknesses of CPs and engage in capacity strengthening efforts to reinforce their technical capabilities in the field.
  4. Verify the completeness and quality of data sheets (such as CPDR, Quantitative reports, etc.) and reports to ensure that all statistical aspects are thoroughly considered.
  5. Support in data reconciliation and monthly distribution data completeness by Field Offices to allow the country to effectively utilize timely output data for reporting purposes.
  6. Support Field Offices in improving the quality of data collection, results tracking, and reporting, including providing support for internal data quality improvement processes.
  7. Actively participate in key programme and planning activities to advise and keep the RAM Unit abreast about ongoing work, ensuring alignment with corporate monitoring requirements, SOPs and other country office internal strategies.
  8. Compile the cooperating Partner (CP) statistical reports, analyze, share the monthly compiled statistics report on time, and prepare presentations and dashboards for programme reviews and feedback.
  9. Participate in M&E exercises, such as post-distribution monitoring, to assess progress and support operational aspects of nutrition, implementation, research, surveys, and assessments including review of protocols and tools.
  10. Provide input into reporting activities and contribute to the preparation of accurate and timely reporting on activities that enables informed decision-making and consistency of information presented to stakeholders.
  11. Provide technical assistance for regular field monitoring, SOPs, tools and capacity building to CP and TPM on WFP operational practices, ensuring quality data collection, reporting, and accountability to the affected population.
  12. Assist the Head of the Unit in the coordination, monitoring and reporting of the UNSDCF Joint Work Plans within the framework of WFP Leadership in the M&E inter-agency working group.
  13. Represent WFP during technical meetings with partners when required.
  14. Support with the development of reporting templates, data visualizations and dashboards.
  15. Other duties as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced University degree Economics, statistics, Social Science or related field, or First University degree with additional years of relevant work experience and/or training/courses. Additional skills in information management and/or monitoring and evaluation desired.

Experience:

A minimum 1 year of relevant progressively responsible experience in the field of Monitoring & Evaluation and reporting or related field.

Knowledge & Skills:

  • Developing M&E system including preparation of data collection tools; and conduction of analysis;
  • Strong technical, analytical, research, both quantitative and qualitative, and programmatic skills in food security and nutrition.
  • Development and maintenance of monitoring system (School Connect)
  • Capacity development for staff; analysis of both qualitative and quantitative data;
  • Performance reporting of operations; developing training materials and training facilitation methods; Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) would be an asset.
