Organizational Setting and Reporting Relationship

While the position of Senior Climate Change Officer resides with the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD), you will be strategically assigned to Sydney, Australia with the Pacific Liaison and Coordination Office (PLCO) within the Pacific Department (PARD).

You will report to Director, Climate Change under direct supervision of Regional Director, PLCO and will work closely with the regional climate focal staff in ADB’s Pacific Department and will oversee Administrative Staff (AS).

Your Role

As a Senior Climate Change Officer you will provide in-depth technical support to the development, implementation and coordination of ADB’s climate change agenda across PLCO countries (Nauru, Vanuatu, and Solomons Islands) as well as regional initiatives. The staff will work closely with other members of ADB’s Climate Change team to support country teams with upstream analysis, Country and Regional Partnership Strategy development, technical assistance and investment programming, act as a member of ONE ADB teams to maximize climate outcomes in sector investments, and monitor progress of ongoing thematic and sector work related to climate change. The Senior Climate Change Officer will also support the design, development, processing, implementation, and evaluation of technical assistance projects related to climate change.

You will:

a. Pacific Regional Approach and country programming

  • Support the regional office to integrate climate adaptation and mitigation considerations into the development of the country and regional partnership strategies and annual country programming missions and maintain an overview of country level climate operations.
  • Act as the key person to engage with implementing agencies and ministries on climate change; and connect key government actors with relevant sector teams and CCSD.

b. Investments, Policies, Strategies and Frameworks (Climate Change)

  • Contribute to upstream engagement on climate change (including policy and sector issues, best practices), data collection, and analyses to support project development, policy and sector work.
  • Conduct climate related analysis, produce knowledge products and briefing notes; and monitor, compile, and update policy and sector initiatives, activities, products, and tools at the national, sub-regional, and regional levels, including projects, programs, roadmaps, guidelines, standards, case studies, and other activities and materials that can provide direction in furthering ADB’s climate change program.
  • Work with sector and climate change team members to provide technical inputs in the design, development, processing, implementation, and evaluation of ADB investments and technical assistance on climate change including consultant selection and recruitment and review of consultants’ outputs.
  • Work with the Climate Change team and project teams to advise on, support and review climate related assessments, requirements and documentations such as upstream assessments, Paris Agreement Alignment Assessment, climate risk and vulnerability assessment, greenhouse gas (GHG) emission assessments, climate finance estimations etc.

c. Regional Coordination of Climate Change Activities

  • Act as regional focal for climate change in the PLCO countries (Nauru, Vanuatu, and Solomon Islands) and closely coordinate with ADB’s Pacific Subregional Office in Fiji, including on engagement with regional organizations and development partners.

d. Climate Change Information and Dissemination

  • Provide technical inputs in the preparation and dissemination of knowledge and communication products and events including speeches, conferences, and international fora.

e. Operational Support

  • Lead the coordination and preparation of inputs to PARD, Sectors Group, and CCSD Management Information System, work plans, quarterly accomplishment reports, write ups on the three-year rolling work program, and ADB annual report.
  • Oversee the performance of assigned administrative staff, providing clear direction and regular monitoring and feedback on performance.

Qualifications

You will need:

  • Bachelor’s degree in the fields of environment, climate, economics, engineering, social science, policy, and other related disciplines preferably with Master’s Degree or equivalent.
  • At least 10 years relevant experience particularly in climate change mitigation and adaptation, climate change policy, climate finance and/or project development work, and at least 5 years of supervisory experience.
  • Knowledge of ADB or other multilateral organizations’ products, processes, and systems on project/program processing and other programming activities, an advantage.
  • Demonstrated strong research, writing and presentation skills.
  • Effective report-writing and communication skills in English.
  • Skills and competencies to liaise and work effectively with internal and external stakeholders of ADB; and work collaboratively with teams.
  • Excellent presentation and written and verbal communication skills in English. Please refer to the link for ADB Competency Framework for NS4.

Additional Information

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This opening is a regional staff position with a local compensation package. It is open to nationals and permanent residents residing in the duty station, Australia, and ADB member countries in the Pacific region such as Cook Islands, the Federated States of Micronesia, Fiji Islands, Kiribati, Papua New Guinea, the Republic of the Marshall Islands, Nauru, New Zealand, Palau, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.

This is a fixed term appointment with option to renew for an initial period of 3years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.
