The objective of the ‘’Improving Adaptive Capacity and Risk Management of Rural Communities in Mongolia’’ project is to strengthen resource-dependent rural population and their climate resilience through feasible adaptation measures for maintaining ecosystem services. The project plans to achieve its goal by conjoining the main activities: a) enhanced climate-informed planning for land and water use localized to the aimag level, b) ecosystem-based adaptation measures to protect land and water resources c) building herder capacity to pursue climate-resilient livelihoods. The primary outputs are as followed:

  • Integrate climate information into land and water use planning at the national and sub- national levels.
  • Scaling up climate-resilient water and soil management practices for enhanced small scale herder resource management
  • Build herder capacity to access markets for sustainably sourced, climate-resilient livestock products.

The project funded  by  Green Climate  Fund  (GCF), and  implemented  by UNDP.  The implementing partners of the project are the Ministry of Environment and Tourism and Ministry of Food, Agriculture and Light Industry. The project started in March 2021 and run until the end of 2027. The target areas are focused on four aimags Zavkhan, Khovd, Dornod and Sukhbaatar, which are vulnerable to climate change and cover a range of ecological zones. The project is expected to benefit an estimated 800.000 people (approximately 130.000 direct and 800.000 indirect beneficiaries), of whom 50% are women.

Under the overall guidance and direct supervision of the National Project Manager (NPM) the Procurement Associate is responsible to manage and implement the procurements of goods and services of the project in transparent and efficient manner, in accordance with relevant procurement rules and regulations of UNDP and the Mongolian Government. The Procurement Associate promotes a collaborative, results-oriented approach consistent with UNDP rules and regulations.

The Procurement Associate will work in close collaboration with the respective Project Implementing Unit (PIU) and CO Programme and Operations and Procurement teams ensuring successful project implementation and CO performance and compliance in programme management and procurement.

Duties and Responsibilities:

Ensure effective administration of project procurements and monitoring the implementation of procurement plan of the project focusing on the achievements of the following results:

  • Analyze the government and UNDP rules and procedures on procurement related issues and identify areas of compliance by the project.
  • Prepare annual project procurement plan and update regularly if necessary.
  • Ensure timely and good-quality implementation of procurement plans.
  • Develop implementation report of the project procurement plan (annually, quarterly, and monthly), progress reports, terminal report but not limited to.
  • Continuously monitor progress against the approved procurement plan; Identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board.
  • Maintain financial records and monitoring systems to record and reconcile expenditures, balances, statements and other data.
  • Maintain filing and archiving the procurement results and report to the respective government and UNDP offices in quarterly, bi-annually and annually and other reports required from Government Authorities.
  • Management of the procurement processes of goods and services according to the rules and procedures of UNDP and National Government
  • Organize procurement processes of goods and services for the Implementing Partner(s)
  • Support to develop procurement plan of the project.
  • Facilitation of knowledge building and knowledge sharing, guidance to all vendors on procurement management.

Required Skills and Experience:

Education:
  • Secondary education is required.
  • University degree in Finance, Economics, Accounting, Law or other closely related field will be given due consideration but not a requirement.
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
Experience:
  • Minimum seven (7) years (with Secondary education), or, minimum four (4) years (with bachelor’s degree) of relevant experience at the national and/or international level accounting, finance, operations, administration or audit services.
  • Proven working experience on government procurement.
  • Experience in national procurement regulations and procedures, including preparation of tender documents, assuming secretarial duty of the tender evaluation committee is an asset.
  • Previous experience with UNDP or UN project will be an asset.
  • Experience in managing budget and finance of complex projects, programmes, or initiatives is an asset.
  • Excellent communications skills, both verbal and written.
  • Proficiency in using computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.
  • Experience in handling of web-based management systems.
  • Demonstrates commitment to UNDP’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Zero tolerance for any harassment, i.e. any offensive behaviour, words and actions, including sexual and psychological harassment, bullying, etc.
  • Government procurement certificate (A3) is a must. If selected, you must obtain the certificate before commencing the assignment.
  • UNDP Procurement Certification programme is an asset.
