The SDG Acceleration Framework Project, as a Development Services Agreement, is entered with the Government’s central authority – the General Secretariat of the Government, in order to provide services to a wider range of authorities at the national level, as the General Secretariat supports the work of the Government for general and operational affairs.

The Development Services Agreement between Government of Serbia and UNDP is envisaged to provide a framework for services requested by the Government, for ongoing initiatives of the Government, for which it bears full accountability. Most development services envisaged under the Agreement relate to support to policy making through research, advocacy or policy alternatives, aimed at fulfilling priorities as articulated in the Government plans, presented before Parliament, and in line with progress in achieving the Sustainable Development Goals.

The Project includes, among the rest, support in promoting the acceleration of progress on sustainable development and launching a national programme of action on SDGs in the Decade of Delivery. The overall objective of the portfolio of activities is to meet specific needs of central authorities for SDG integration in all initiatives at the policy and institutional levels and in detailed planning and implementation including varied outreach activities related to promoting and monitoring SDG implementation to become fully aligned with the EU acquis.

Public Policy Secretariat (PPS), as the Governmental body that implements activities aimed at achieving proclaimed economic and social goals, performs tasks related to the creation and management of public policies, implementation of regulatory reform and analysis of the effects of public policy documents and regulations prepared by the ministries and special organizations. This includes different tasks and responsibilities related to analytics, data collection and interpretation, preparation of different analyses, providing support in preparation, monitoring and implementation of different programmes and plans. Some examples include but are not limited to the plans and programmes such as Economic Reform Programme (ERP), Action Plan for the implementation of the Government Program, SDGs mainstreaming and contribution to the preparation of the Voluntary National Reviews (VNRs), contributing to the preparation of the OECD publication “Competitiveness Outlook”, and other activities and initiatives of national importance upon request of the national authorities.

Having said the abovementioned and taking into consideration the existing capacities, the Government of Serbia intends to further strengthen the capacities of the Public Policy Secretariat, as described above. In this sense, the presented ToR will enable UNDP CO Serbia to provide such support to the Public Policy Secretariat.

Duties and Responsibilities

Research and analysis:

  • Conduct research and analysis on public policy issues and provide recommendations for policy development and implementation.
  • Collaborate with ministries and Governmental bodies and organizations to develop and implement regulatory reform initiatives.
  • Analyze the effects of public policy documents and regulations and provide feedback to improve their effectiveness.
  • Participate in the preparation of the analysis of key obstacles (baseline analysis) in 13 areas defined by the annual Economic Reform Program (ERP), with special reference to the analysis of the achieved values of indicators and sub-indicators of SDGs.
  • Prioritization of structural reforms in the annual Economic Reform Program ERP based on state diagnostics and analysis of SDGs implementation, as well as analysis of the expected impact of selected structural reforms on competitiveness, environment and employment (including social outcomes and gender equality). Analyze trends and patterns in SDG progress, identifying areas of success and areas where more attention is needed.
  • Collaborate with other organizations and stakeholders working on SDG-related issues, sharing information and best practices to support collective progress towards the goals. Preparation of analyses upon requests from the Government and the Cabinet of the President of the Republic of Serbia, and reports about the results of the analyses.

Monitoring and reporting:

  • Research and analysis of identified problems or opportunities in order to monitor the implementation of the Action Plan for the Implementation of the Government Program and analysis of the effects of the achieved results from the Program on achieving the Sustainable Development Goals (SDGs);
  • Monitoring the creation of the OECD publication “Competitiveness Outlook 2024”, providing comments by area (15 defined areas), supplementing the material with the latest data, adopted regulations and public policy documents, as well as the connection to SDGs indicators and sub-indicators.
  • Monitoring the trends and progress towards achieving the Sustainable Development Goals (SDGs) at the national and local levels, using relevant data sources and indicators.
  • Prepare regular reports on SDG progress, including both quantitative and qualitative data, and present findings to external partners, as needed.
  • Prepare reports and presentations on public policy issues for internal and external stakeholders.
  • Participate in meetings and working groups related to public policy issues.
  • Stay up-to-date with current state of affairs and trends related to public policy and regulatory reform.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Secondary education is required.
  • University degree (Bachelor’s degree) in social or natural sciences will be given due consideration, but is not a requirement.
Experience:
  • Minimum of 6 years (with secondary education) or 3 years (with Bachelor’s degree) of proven experience in areas of public policy management, data research and analysis, monitoring and reporting or similar.
  • At least 3 years of work experience in providing analytical support for evidence-based decision making, preferably to government institutions or in international/multilateral development context will be an advantage.
