Qualifications

 Area of expertise: 

International consultant to conduct a public policy analysis in the health sector and develop tools to provide capacity building of local health stakeholders on policy dialogue.

 Purpose of the consultancy 

The main purpose of the consultancy is to provide capacity building to different Guinean Bissau health stakeholders within the framework of the United Nations Peace Building Fund project and contribute to participatory policy making, key health policies and promote reform efforts on health budget cycle.

 Background 

Within the framework of the health governance project: “Strengthening social cohesion through promoting inclusive and effective public health sector governance, management, and administration”, WHO is recruiting a consultant to:

develop the capacity of existing public health stakeholders, including key departments in the health ministries, health committees, workers union, community-based organizations, and the professional council on policy cycle.

Strengthen the capacity of different health stakeholders (Government, community-based organizations) on health security and advocacy to promote reform efforts on health budget allocations to advance efforts towards the achievement of universal coverage and in line with the National Health Development Plan.

Deliverables 

The following tasks and deliverables are expected:

Deliverable 1: A literature review and analysis of Guinea Bissau National Health Policies, including a review on national legislation on social participation or participatory budgets or similar is done and a comparative review in line with international health policies is elaborated.

A report based on the findings with recommendations is presented.

Estimated Duration to Complete: 10 days.

Deliverable 2: A detailed work plan for the trainings, including strategy and proposed methodologies is elaborated and all content material for the workshop/trainings is prepared.

Training A: Policy Cycle

Training B: Health Security, Gender inclusive budgets, Universal Health Coverage, Ethics and Protocols (and others).

Estimated Duration to Complete: 15 days.

Deliverable 3: All the workshops are led and an evaluation and final report on the trainings is presented.

Estimated Duration to Complete: Maximum 30 days.

Qualifications, experience, skills, and languages 

Educational Qualifications: 

Essential: University degree in Economics, Administration or Public Policies, Governance, or

another relevant field.

Desirable: University degree in Health Economics, Public Health, or another related field.

Professional Experience: 

Essential:  

Proven professional experience of over 5 years in the fields of health economics; public administration, health systems strengthening or governance;

Prior experience working on policy planning, monitoring, and evaluation of policies, budgeting tools;

Prior experience analyzing policy and/or legislation;

Experience working on issues related to gender equality and women’s empowerment, human rights, will be an advantage;

Experience (at least 3 years) in providing trainings/workshops for organizations;

Desirable: 

Experience working or consulting with international organizations, such as the UN system or others, will be considered an added advantage.

Skills/Knowledge

Essential: 

Good analytical, planning, and organizational skills.

Excellent knowledge of Microsoft Office.

Desirable: 

Strong ability to write clearly and convincingly, adapting style and content to different audiences.

Ability to produce high quality professional documents and products;

High level of communication and interpersonal skills and experience in working effectively in a multi- cultural environment.

Languages and level required

Expert knowledge in Portuguese, oral and written is required.

Knowledge of French and English, both oral and written, will be an advantage.

Location 

Consultancy is based in country, in Bissau (capital) but travel to the regions is also expected. The consultant will work under the supervision of the Pilar Team Leader.

Duration of assignment 

The consultant is expected to devote a maximum of two (2) calendar months to this assignment.

Expected dates: from March to May 2024.

Consultant will be expected to travel to Guinea Bissau upon contract signature.

Travel 

The consultant will be expected to travel and stay in Guinea Bissau for the duration of the assignment.
