ORGANIZATIONAL CONTEXT: The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs), in partnership with multiple stakeholders. WFP is the largest cash actor in the humanitarian community: WFP transferred over US$3 billion to 54 million people across 76 countries in 2023.

Since 1969, WFP has been active in Colombia, focusing on humanitarian assistance, development, and peace. WFP works in rural areas as well as urban context assisting vulnerable communities of migrants, victims of violence and natural disasters, small holders’ farmers, afro descendants, and indigenous communities. Assistance is provided through in kind, vouchers, and cash. The latter was significant scaled-up in the past years becoming one of the main modalities implemented.

JOB PURPOSE: The Programme Policy Officer for Data Management, Analytics, and Innovation plays a crucial role in designing and implementing the country office data strategy for Colombia, across transfer modalities and interventions. The incumbent oversees technical implementation, select digital tools and solutions to implement the data strategy, and establish policies and processes for data management.

Responsibilities include managing data flow efficiently and securely across systems and ensuring compliance with corporate standards, processes, and assurance principles.

The incumbent supervises the data team, promotes innovation to foster a more effective and efficient implementation of the programs (through analytics, anomaly detection, evidence building, creation of tools), and assure internal and external coordination for all aspects related to data management, secure data transfer, data exchange among organizations, data protection and security.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

The Programme Policy Officer for Data Management, Analytics, and Innovation will be coordinating and supervising the data team and will be responsible for the following key duties:

  • Define the data management strategy, and relevant platforms/solutions to be used, to support program implementation for all transfer modalities.
  • Assure that the data strategy and data management is done in line with corporate standards and assurance principles assuring data protection and data security across the data cycle management.
  • Coordinate with HQ, RBP and the Information Technology Unit on the implementation of technical infrastructure for effective data management, aligning with the global data strategy and corporate guidelines.
  • Coordinate with all relevant units and functions involved in data management providing guidance and advisory on data processes to colleagues and management.
  • Define and apply standards and protocols for secure data exchange of personal data within WFP and between WFP and external stakeholders, including cooperating partners, financial providers, retailers, governmental or non-governmental organizations, in accordance with corporate guidelines.
  • Design and promote the development of innovation solutions and tools to improve processes and implementation of programs.
  • Propose data visualizations and access to support strategy, decision-making, and operations control.
  • Coordinate the adoption of corporate data services or digital services available in the Innovation Accelerator to facilitate the generation of data evidence or program improvements.
  • Perform other duties as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Experience: University degree in Computer Science, Information and Communication Technology or Data Management.

  • At least three (3) years of relevant working experience in information architecture, data management, and data governance.
  • At least two (2) years of working experience in managing digital solutions to support the delivery of humanitarian aid and assistance under different assistance modalities (cash-based transfers, in kind, others).
  • Skills in project management and supervision of technical teams.
Language: Fluency (level C) in English and Spanish language.
